This study attempted to summarize the perspective of the Principle of Mutual Existence on universal welfare, which has been discussed since the payment of emergency disaster support funds. First, in terms of the Principle of Mutual Existence, the first emergency disaster support fund contributed to solving psychological shrinkage and anxiety caused by the pandemic by focusing on the psychological aspect of the economy. In addition, although it was a one-time event, the experience of universal welfare was provided and civic awareness was raised. As such, it can be evaluated positively from two aspects. However, it could be seen that the payment of subsidies by populism should be wary and discussion and social consensus were needed to establish a philosophy for the vision and role of the country. Furthermore, from the perspective of the Principle of Mutual Existence, universal welfare is the direction of welfare that the state should pursue. Therefore, the survival and safety of the people should be prioritized above all else in the future economic changes in society. In addition, it was suggested that universal welfare should be expanded to create an environment in which dignity can be maintained.

본 연구는 공생주의의 관점에서 긴급재난지원금 지급 이후 논의되고 있는 보편 복지에 대해 검토해보고자 하였다. 먼저 공생주의로 볼 때 제1차 긴급재난지원금은 경제의 심리적 측면에 주목하여 팬데믹으로 인한 심리적 위축과 불안을 해결하는데 기여하였다. 그리고 일회적이지만 보편복지에 대한 경험을 제공하고 시민의식을 제고하였다는 측면에서 긍정적으로 평가할 수 있다. 그러나 포퓰리즘에 의한 지원금 지급은 경계해야 하며 국가의 비전과 역할에 대한 철학을 수립하기 위한 논의와 사 회적 합의가 필요함을 알 수 있었다. 나아가 공생주의 관점에서 보편복지는 국가가 추구해야 하는 복지의 방향이다. 향후 미래사회의 여러 경제적 상황 변화 속에서 국 민의 생존과 안전은 무엇보다 우선시되어야 한다. 아울러 존엄성을 지킬 수 있는 환 경을 조성하기 위한 보편복지는 확대되어야 할 것을 제시하였다.
