This qualitative case study aimed at describing and understanding of establishment context, educational goal setting and practice, characteristic as social education program and challenge to social integration of an alternative vocational technical school for the immigrant youth from North Korea (NK) “Heasol Chickup Sagwanhakgyo”in Choonchoen, Gang-Won Province in South Korea(SK). Used resources were literatures, written materials, direct observation, participated observation, interview, questionnair and others. Gathered resources were analized and synthesized through transcribing, memorizing, coding, grouping. We found that the case school was established in 2014 in order to assist the immigrant youth from NK to settle down in SK. It’s educational goals were open communication between school, student and society, contribution toward society, building healthy citizenship, self initiation for learning. It offered also longtermly comprehensive programs for psychological theraphy & sports activities, basic learning competence, technical education, and follow-up after employment. We explored the case school as‘an outsider’from the public educational system has adventurous spirit and voluntarism. It contributed for social integration of immigrant through strengthening employability, sence of belonging, identity building, social reliability of participants. Staffs of the school hope to contribute participants’inward integration in SK. We reviewed positively the consistansy between intial intention and practice of school management, but sustainability and transferability of the school should continually be cared.

본 연구는 탈북청년의 사회통합을 위한 사회교육을 심층탐구함으로써 논의 및 시사점을 찾는 것을 목적으로 한다. 이를 위해 탈북청년을 위한 기숙형 직업기술 대안학교인 해솔직 업사관학교를 연구사례로 선정하고 사회교육적 관점에서 이 학교의 교육 운영방식이 기존 의 탈북청년 대안교육의 한계를 극복하고 사회통합이라는 목적에 좀 더 근접하는 대안이 될 수 있는지를 살펴보고자 질적 사례연구를 실시했다. 자료수집을 위해 문서정보, 기록물, 직접관찰, 참여관찰, 면담, 설문조사 등 수집 가능한 다양한 자료원을 확보하였고, 논리모 델을 적용하여 전사작업, 메모작업, 개방코딩, 심층코딩, 주제발전의 순서로 질적 자료분석 을 하였다. 연구결과 사례학교는 탈북청년의 사회정착을 돕고자 2014년에 설립되어, 학 교·학생·사회가 함께 소통하는 교육, 사회에 공헌하는 교육, 건강한 사회인으로 키우는 교육, 사회정착을 위해 노력하는 자기주도적 교육을 실현하고자 하였으며, 필요한 모든 프 로그램들을 개별적, 장기적, 종합적으로 제공하기 위하여 심리치유 및 건강회복, 기초학력 교육, 기술교육, 취업 후 사후관리의 4단계 교육체계를 운영하고 있었다. 연구자는 사례학 교의 사회교육적 특성이 탈제도성, 모험성, 자발성에 있음을 발견하였으며, 직업기술을 통 한 고용경쟁력 강화, 학교가 가족공동체가 되어주는 소속감 증진, 지역사회 교류를 통한 신뢰감 증진, 탈북민으로서의 정체성을 지켜 다문화 수용성을 증진시킴으로써 탈북청년의 외적통합(체제통합)과 내적통합(가치통합)에 효과적으로 기여, 사회통합의 가능성을 증진시 킨다고 보았다.
