In the early 1970s, the defense acquisition work for self-defense began, and in half a century, an information system construction project to support the defense acquisition work is underway, and problems with the defense information service project and overall improvement are required. Therefore, this study analyzes the performance of the current defense information system based on the existing information system success model and obtains empirical data to enhance the performance of the defense information system construction project by analyzing the impact on the information system construction project and the mediating effect of innovation resistance and law regulation. As a result of the performance evaluation of the current Defense Information System, information quality and service quality had a significant effect on user satisfaction and work performance, but system quality was analyzed differently from previous studies, so it was judged that re-evaluated or further research was needed. In addition, as a result of model analysis to improve the performance of the defense information system construction project, the intention to use had a significant effect on legal regulation and project participation, and innovation resistance had a negative mediating effect between the current system evaluation and construction project. These results aim to provide academic and practical implications for the performance evaluation of the defense information system and future projects.

1970년대 초에 자주국방을 위한 국방획득 업무가 시작되고 반세기 만에 국방획득 업무를 지원하는 정보시스템 구축사업이 진행 중이다. 한편, 국방정보화사업에 대한 문제점과 전반 적인 개선이 요구되고 있다. 따라서, 본 연구는 기존의 정보시스템 성공모형을 기반으로 현 국방정보시스템의 성과를 분석하고, 분석 결과를 참고하여 정보시스템 구축 사업에 미치는 영향과 혁신저항과 법규제도의 매개효과를 포함하여 구조방정식 모형을 통해 분석함으로써 국방정보시스템 구축 사업의 성과를 제고시킬 수 있는 실증적 자료를 확보하는 것이다. 현 국방정보시스템의 성과평가 결과, 정보품질과 서비스품질은 사용자만족 및 업무성과에 유의한 영향을 미쳤으나, 시스템품질은 기존의 연구와 달리 분석되어 국방정보시스템의 성 과에 대한 재평가 또는 추가 연구가 필요할 것으로 판단하였다. 그리고, 국방정보시스템 구 축 사업의 성과 제고를 위한 모형 분석결과, 이용의도는 법규제도와 사업참여에 유의한 영향을 미쳤고, 혁신저항은 현 체계 평가와 구축사업간에 음(-)의 부분적매개효과가 발생하였 고, 법규제도는 반드시 준수해야 하는 사항으로 해석되었다. 이러한 연구 결과는 국방정보시 스템의 성과평가와 향후 사업에 대해 학문적이고 실질적인 시사점을 제공할 수 있을 것이다.
