After Kim Jong-un came to power, North Korea went beyond the nuclear weapons research and development stage to complete its nuclear force and become a nuclear power. It is a trend to expand and develop its nuclear strategy while requesting status and partially referencing and imitating the nuclear operation strategies of existing nuclear powers. The purpose of this study is to approach the reality of North Korea's nuclear strategy after Kim Jong-un took power and analyze its implications to help establish and respond to Republic of Korea's security and defense and military strategies. To this end, we systematically analyze factors affecting the formation of a nuclear strategy, such as North Korea's nuclear and missile capabilities, North Korea's political system, the claims and remarks of the supreme leader and government agencies, nuclear-related constitutional and legal system, and military strategy. North Korea's nuclear strategy can be said to have expanded from an existential and minimal deterrence strategy to a limited deterrence strategy in terms of a nuclear deterrence strategy. In terms of nuclear doctrine, it also has the character of a retaliatory deterrence strategy with a certain level of retaliatory capability from a denial deterrence strategy. In terms of nuclear posture, from catalytic posture in the early stage of nuclear development, it now has a mixed type of assured retaliation posture and asymmetric escalation posture. In addition, North Korea is evolving and expanding its nuclear strategy by combining tactical nuclear weapons with conventional forces and declaring the most offensive first strike strategy.

북한은 김정은 집권 이후 핵무기 연구개발 단계를 뛰어 넘어 핵무력을 완성하고 핵보유국 으로서의 지위를 요구하며 기존 핵보유국의 핵운용 전략을 일부 참고 및 모방하면서 핵전략 을 확장 및 발전시켜 나가고 있는 추세이다. 본 연구의 목적은 북한 김정은 집권 이후의 북한 핵전략의 실체에 접근하고 그 함의를 분 석하여 한국의 안보전략과 국방 및 군사전략을 수립하여 대응하는데 도움을 주고자 함이다. 이를 위해 북한의 핵·미사일 능력, 북한 정치체제, 최고지도자 및 정권기관의 주장 및 발언, 핵관련 헌법 및 법령체계, 군사전략 등 핵전략 형성에 미치는 요인들을 체계적으로 분석하 여 핵전략의 실체에 접근하고자 하였다. 북한의 핵전략은 핵억제전략 측면에서 실존 및 최소억제전략에서 제한억제전략으로 확장 되었다고 볼 수 있다. 핵교리 측면에서는 거부적 억제전략에서 일정 수준의 보복능력을 구 비한 응징억제전략의 성격도 갖고 있다. 핵태세 측면에서도 핵개발초기의 촉매적태세에서 현재는 확증보복태세와 비대칭적확전태세의 혼합형적인 특징을 갖고 있다. 아울러 북한은 전술핵과 재래식 전력을 배합하고 가장 공세적인 선제타격전략을 천명하며 핵전략을 진화 및 확장시켜 나가고 있다.
