A well-developed market demands new ventures. It was difficult for Japanese large corporations to manage an independent profit-making system. Moreover, Japan still faces difficulties in raising capital, and there is no way to ensure that innovative venture companies are invested in government support policies. Or whether it is invested in a specific relationship or marginal firm, it is also not clearly indicated. This is the first difficulty of entrepreneurship in Japan. Second, it is a labor market problem related to entrepreneurship that is not easy to solve. Large corporations monopolize excellent manpower. The point is that talented people who want to work for SMEs are not prominent because of the sense of belonging of the collective culture and the social perspective. Not only Japan but also Korea are similar, but in an ideal labor market, it is practically impossible to spread competencies through movement between companies. Moreover, it should be considered in terms of providing opportunities for start-ups, and it will not be easy to change Japanese culture that values a sense of belonging.

잘 발달된 시장은 새로운 벤처기업을 요구한다. 일본 대기업의 독립채산제도는 실패할 만큼 그 시작과 경 영은 어려웠다. 더구나 일본은 자본조달의 어려움이 여전하고 더구나 정부지원 정책은 혁신적인 벤처기업이 투 자되는지 확인할 길이 없다. 또는 특정 관계 또는 한계 기업에 투자되는지 그 또한 뚜렷이 제시되지 않는다. 이 것이 일본의 기업가정신의 첫 번째 어려움이다. 두 번째로, 해결하기 쉽지 않은 기업가정신에 관련된 노동시장의 문제이다. 보통 규모가 큰 기업이 인재를 독식하는 체제가 일본에서 여전하다. 집단문화의 소속감, 사회적 시각 등에서 중소기업에 근무하려는 인재가 두드러지지 않는다는 점이다. 일본뿐만 아니라 우리나라도 비슷하지만 기 업 간 이동을 통한 역량의 전파라는 이상적인 노동시장은 현실적으로 불가능하다. 더구나 창업의 기회를 제공하 는 측면에서도 고려되어야 하는데 소속감을 중요시하는 일본문화의 변화가 쉽지 않을 것이다.
