The purpose of this study is to analyze the operational condition of the Free Semester System (FSS) in Korean middle schools and to suggest improvement plans. To this end, after developing an initial survey tool based on the major issues and contents of the free semester system, the survey tool was devised by reflecting the advice of three experts in the field of free semester system research. The survey was administered to teachers and students from 102 middle schools nationwide, stratified sampling by region, and 491 teachers and 1104 students participated in the survey. For the collected survey data, frequency analysis, mean difference, and response distribution difference analysis were performed. The main analysis results are summarized as follows. First, teachers and students showed an overall positive perception regarding the purpose and degree of achievement of the FSS. Second, regarding the validity of the expansion of the FSS, it was possible to confirm the negative perception tendency of teachers and the positive perception tendency of students. Third, teachers had a high percentage of responses to “discovering and building infrastructure” and students had a high percentage of responses to “improving school facilities” for the internal improvement of the FSS. Fourth, negative and positive tendencies between teachers and students can be confirmed in the appropriateness of the number of hours. Finally, the degree of agreement of the teacher group was high on the degree of overlap with creative experience activities, and the rate of response to "club activities" and "career activities" was high in both groups as overlapping areas. Based on the analysis results, this study suggested the need for institutional stabilization of the FSS and efforts to enhance public trust in the Korean government, and the need to reconsider policy direction to solve overlapping problems of free semester activities and creative experience activities focused on career education in the reorganization of the middle school curriculum.

본 연구는 중학교 자유학기제 운영 현황 분석 및 개선 방안 도출을 목적으로 한다. 이를 위해 자유학기제 주요 이슈와 내용에 기초하여 조사 도구 초안을 개발 후 자유학기제 연구 분야 전문가 3명의 자문을 반영하여 설문 조사 영역 및 내용을 최종 구안하였다. 설문은 전 국 중학교 소속 지역별로 층화표집(stratified sampling)하여 선정된 102개교 교사 및 학생을 대상으로 실시하였으며, 교사 491명, 학생 1104명이 조사에 참여하였다. 수집된 설문 조사 자 료는 빈도 분석, 평균 차이 및 응답 분포 차이 분석 등을 실시하였다. 분석 결과, ① 자유학 기제 목적과 취지 달성 정도에 관해 교사와 학생은 전반적으로 긍정적 인식을 보여주었다. ② 자유학년제로의 확대 운영 타당도에 대해서는 교사의 부정적 인식 경향과 학생의 긍정적 인 인식 경향을 확인할 수 있었다. ③ 자유학기제의 원활한 운영을 위한 학교 내부 개선 사 항으로 교사는 “인프라 발굴 및 구축”, 학생은 “학교시설 개선” 응답 비율이 높았으며, 외부 개선 사항으로 “학생 체험처 다양성” 응답이 공통적으로 가장 높게 나타났다. ④ 자유학기제 시수의 적절성에서 교사와 학생 간 부정·긍정적 경향을 확인할 수 있으며, 마지막으로 ⑤ 창 의적 체험활동과의 중복 정도에 대해 교사 집단의 동의 정도가 높았으며, 중복 영역으로 “동 아리활동”, “진로활동” 응답 비율이 양 집단 모두 높게 나타났다. 이상의 분석 결과에 기초하 여 본 연구는 자유학기제의 제도적 안정화와 정책당국의 정책신뢰도 제고 노력 필요, 중학교 교육과정 개편 논의에서 진로교육 중심의 자유학기제 활동과 창의적 체험활동의 중복 문제 해결 방안에 대한 재고 필요, 자유학기제 운영 예산 지원 유지 필요, 중학생 세대 특성을 반 영한 교사 대상 디지털 역량 강화 연수의 확대 부여 및 다양화 등을 제시하였다.
