The purpose of this paper is to examine wartime childcare in Japan through the wartime daycare center and infant evacuation conducted by the Tokyo Metropolitan Government at the end of the Pacific War. Wartime childcare extends not only to the aspect of wartime Japan's women's labor policy, but also to an extension of its population policy. Therefore, wartime childcare is also drawing attention from the perspective of nurturing the next generation who will lead and lead the 'Greater East Asia Co-prosperity Sphere' pursued by Japan during the wartime period. This paper attempts to examine what wartime Japan ultimately pursued by examining the wartime daycare centers and evacuation of infants from wars conducted in Tokyo at the end of the war. According to this study, it can be seen that the evacuation of infants was justified in order to mobilize women in the labor policy for the production of munitions in the logic of ‘patriotism’, such as ‘productive patriotism’ and ‘nursing patriotism’ during the wartime in Japan. In addition, at the evacuation site, we could see the severe food shortage and the fatigue and pain of the daycare teachers who had to take care of the evacuated infants 24 hours a day.

본고는 태평양전쟁 말기 도쿄도가 실시한 전시탁아소와 유아소개를 통해 일본의 전시보육을 살펴보는 것을 목적으로 한다. 전시보육은 전시 일본의 여성노동정책이라는 측면만이 아니라, 인구정책의 연장선상에 있는 문제까지 확장된다. 따라서 전시보육은 전시기 일본이 추구한 ‘대동아공영권’을 지도하고 이끌어 나갈 미래의 차세대 ‘소국민’ 양성이라는 측면에서도 주목되는 바이다. 이에 본고는 전쟁 말기에 도쿄도에서 실시한 전시탁아소와 전재(戰災)로부터 유아를 대피시키는 ‘유아소개’를 살펴봄으로써 전시 일본이 궁극적으로 추구한 것이 무엇이었는지 살펴보고자 한다. 본 연구의 조사에 따르면 유아소개가 이루어진 현장에서는 심각한 식량부족과 함께 부모를 떠나 대피한 유아를 24시간 보육해야 하는 보모의 피로와 고통을 엿볼 수 있었다. 또한, 유아의 안전 대피는 명분에 불과하고 실질적으로 전시하 특유의 ‘생산보국’, ‘보육보국’과 같은 ‘보국’의 논리 속에서 총후의 부대인 여성을 군수품 생산을 위한 노동정책에 동원하기 위해 정당화된 것임을 알 수 있다.
