This article examines the bibliographic characteristics of the “Seagwan Document” owned by the National Library of Korea and the content characteristics of this material. “Official documents” refer to the entire official documents generated in the process of managing/supervising the maritime affairs of each region by the Joseon government and operating the institutions since the establishment of “Officers” in Joseon. Through this data, it is possible to examine the operation and maritime affairs of the maritime authorities, and the role of the maritime authorities at the time of opening the port. Although this data is an official document, it deals with various events and accidents that have occurred around the opening port, the sea, and the sea, which have not been seen in historical records. In this article, we looked at the conflicts of maritime officials due to rising housing rents, conflicts between the Joseon police and maritime officials, and conflicts between Koreans and maritime employees. Through this content, the “Official Documents” should not only be dealt with as modern official documents, but also as important materials that can deal with new historical facts during the Korean Empire.

이 글은 국립중앙도서관에서 소장하고 있는 ‘해관문서(海關文書)’의 서지적인 특징, 이 자료가 지닌 내용적 특징을 살펴본 것이다. ‘해관문서’는 조선에 ‘해관’이 설립된 뒤로, 각 지역의 해관을 조선 정부에서 관리․감독, 기관의 업무와 운영과정에서 생긴 공문서 전체를 말한다. 이 자료를 통해서 근대 기구로서의 해관의 운용 및 해관의 업무, 해관의 역할 등을 살펴볼 수 있다. 이 자료는 공문서이지만 그동안 사료(史料)에서 볼 수 없었던 개항장의 풍경, 해관(海關)을 매개로 한 주변의 다양한 사건과 사고를 다루고 있다. 이 글에서는 그동안 알려지지 않았던 주택 임대료 상승으로 인한 해관원의 고충과 갈등, 조선 경찰과 해관 직원 간의 갈등, 조선인과 해관 직원 간의 갈등을 살펴보았다. 이 내용을 통해서 ‘해관문서’는 단지 근대 공문서로만 다룰 것이 아니라, 대한제국 시기의 새로운 역사적 사실을 다룰 수 있는 중요한 자료로서 접근하고 이용되어야 할 것을 보여준다.
