Since the implementation of policy pertaining to reform and opening-up in 1978, the Chinese economy has achieved rapid growth. However, behind this rapid growth, there has emerged a phenomenon of income inequality among different regions in China. This phenomenon has become increasingly prominent and aroused concerns. This paper investigates into the development, changing trend, and degree of income inequality in the different regions (provinces) of China based on certain panel data drawn between 1952 and 2019. The second part of this paper analyzes the evolution of the Chinese regional development policies since the founding moment of new China. The third part of this paper studies the problems and methods emerging from existing researches. The fourth part of this paper conducts empirical analysis with respect to the outcome of income inequality which exists among the different regions of China. The fifth part of this paper tries to explain the overall change that takes place with respect to the regional income inequality based on the preceding inferences. This change comes about through influence of regional policy initiated by the Chinese government. Finally, this paper proposes some countermeasures amid the reduction of income inequality among the different regions of China so as to prevent it from expanding.

중국은 1978년 개혁개방 정책을 시행한 이래 급속한 경제 성장을 이루어 현재는 세 계 경제 2위 대국으로 발전했다. 그러나 이러한 급격한 경제 성장 이면에는 중국내 지역별 소득 불평등 심화라는 부작용도 수반하였다. 특히 개혁·개방정책을 주도한 등 샤오핑의 선부론(先富論)은 동부지역의 우선적 발전으로 귀착되면서 서부 및 내륙지역 과의 소득격차를 더욱 확대시켰다. 이 논문에서는 중국의 1952 - 2019년간 패널 데이터를 이용하여 중국내 여러 지역 (성)의 소득 불평등 추세를 자세히 추정해보았다. 제 2절에서는 신중국 건국 이래 중국이 지역간 소득격차를 줄이기 위해 시행해온 지역 발전 정책에 촛점을 맞추어 이런 정책들의 시대별 변천 기조를 살펴보았다. 제 3절에서는 기존 연구에서 사용된 자료와 분석 방법의 문제점을 파악하고, 제 4부에서 는 Gini 계수나 CV, Theil Index 등 대표적인 소득불평등 추정지표들을 사용하여 중국의 지역 간 소득 불평등 추세가 시대별로 어떻게 변화하였는지를 실증 분석했다. 제 5절 결론 부분에서는 앞서 분석·추정한 연구 결과를 바탕으로 중국 정부의 지역 정책이 지역의 소득 불평등에 전반적으로 어떤 영향을 미쳤는지 평가해보았다.

1978年以来，中国开始实施体制改革和对外开放，随着中国经济的快速发展，区域 间差距在整体上呈现出逐步扩大的趋势。东中西部三大区域的收入不平等变化日益明 显，效率与公平的协调已经迫在眉睫。为了打破国内区域间低水平均衡发展格局，邓小 平提出先富论，中国政府开始实行非均衡区域发展政策，东部沿海地区经济出现迅速发 展。然而，经济的迅猛发展使地区间的收入不平等现象日益凸显，受到人们普遍关注。 当然，经济成就的取得离不开区域发展政策的适应性调整:从六计划时期的沿海率先 发展，实施不平衡发展战略，到八五计划时期“促进地区经济的合理分工和协调发展”、 十五计划时期中西三大板块划分，实施区域协调发展战略，再到十一五规划、十二五规 划、十三五规划实施的区域发展总体战略，十四五规划深入实施区域重大战略、区域协 调发展战略、主体功能区战略，区域发展战略调整贯穿在整个区域经济发展的进程，以 适应不同时期区域发展的阶段性特征。 本文基于1952-2019年的面板数据，全面考察了中国不同地区（省）的收入不平等的 发展、变化趋势和程度。本文第二部分析了新中国建国以来中国区域发展政策的演变； 第三部分对现有研究中出现的问题和方法进行了全面研究；第四部分对中国地区间收入 不平等结果进行了实证分析。第五部分以前面推断的结果为基础，试图进一步说明中国 政府的区域发展政策对地区收入不平等总体变化的影响。最后，提出了减少中国各地区 间收入不平等的对策以避免收入不平等趋势扩大。
