Since the liberation of Korea, the South and the North have been divided and suffered the Korean War, and the war has not ended and has been blacked out for nearly 70 years. Despite the ceasefire, North Korea's provocations caused great and small damage, and military bases are operated to protect the lives and property of the people of Korea, and constantly guard for the preservation and survival of military forces. "Longevity that failed in the operation can be forgiven, but longevity that failed in the boundary cannot be forgiven" is one of the most common education in education and training in the county and is a proverb that indicates the importance of boundaries. This paper emphasizes the importance of military bases that can determine the outcome of the war, and analyzes problems such as CCTV surveillance equipment, malfunction of guard equipment, discipline of guard workers, command system, and work conditions.

우리나라는 광복이후 남과 북이 분단되어 6.25전쟁을 겪었으며, 전쟁을 끝내지 못하고 정전된 채로 70년이 다 되도록 대치하고 있다. 정전인데도 불구하고 북한의 도발 때문에 크고 작은 피해가 있었고, 우리나라의 국민의 생명과 재산을 보호하기 위해 군사기지를 운영하고 있으며, 군사력 보존과 생존의 이유로 끊임없이 경계근무를 수행하고 있다. “작전에 실패한 장수는 용서할 수 있어도 경계에 실패한 장수는 용서할 수 없다”군에서 교육·훈련 시에 가장 많이 하는 교육 중 하나이며 경계의 중요성을 나타내는 격언이다. 본 논문에서는 해군기지, 항공작전기지, 방공기지 등 전쟁의 승패를 좌우할 수 있는 각종 군사시설이 밀집해 있는 군사기지의 중요성을 강조하고 수년간 발생한 육·해·공 각 군의 경계실패 사례를 통해 CCTV 감시장비, 경계장비의 오작동, 경계 근무자 근무기강 상태, 지휘 시스템, 근무 여건 등 문제점을 분석하고 추후 경계실패 사례가 다시는 일어나지 않도록 방지하는데 의의가 있다.
