As one of the educational penalty in prison, there is religious education penalty through religious correction for inmates. There are non-full-time prison chaplin-prison religious committee- who participate their religious correction as a part-timer as an unpaid private volunteer like in korea and full-time prison chaplin who work full-time like Canada. But, various problems have been pointed out due to essential limitations of prison religious committee because it cannot keep up with this ideology even though the ideology of prison religious correction is carried out as prison religious correction welfare, Various solution to solve the problems was proposed, but it was biased toward the microscopic aspect and was not a fundamental alternative. The necessity of introduction of full-time prison chaplin came from the religious and academic circles from the perspective of its own reform, instead of the current prison religious committee system, like a military chaplin. But, arguments of religious aspect are limited in that religious missionary interests are secretly embedded and academia's arguments were also literature studies, and empirical studies were insufficient. Therefore, although empirical preceding studies on national prison officers have been published in 2021, there is a limitation in that it is a study with a strong bureaucratic and sociological context. I wrote this paper from the perspective that it could bring about an profer agenda for the full time prison chaplin introduction because approach through empirical opinion surveys of private prison staffs as other stake holders enables a balanced approach by supplementing the bureaucratic limitations of research targeting only state prison bureaucrats. Therefore, after examining the ideology and status of prison religious educational penalty and the necessity of full time prison chaplin, I empirically examined the effectiveness of the introduction method of the full time prison chaplin, etc through private prison staff as one of the empirical studies for the introduction of full-time prison chaplin.

교정시설에서 수용자에 대한 교육형주의의 하나로 종교교화를 통한 종교교육형 주의가 있다. 수용자에 대한 종교교화를 하는 주체에는 캐나다처럼 전임직으로 근 무하는 교종과 우리나라처럼 무보수의 민간자원봉사자로 파트직으로 종교교화에 참여하는 비전임교종인 종교위원제도가 있다. 그러나 종교교화의 이념이 종교교정 복지로 이행함에도 이러한 이념을 따라가지 못하는 종교위원제도는 여러 문제점 이 지적되어 왔다. 이러한 종교위원의 문제점을 해결하기 위해 여러 측면에서 해 결방안이 제시되었으나 미시적 측면에 치우쳐 근본적 대안이 되지 못하였다. 이에 제도자체의 개혁이란 관점에서 현행 종교위원제도 대신에 군종처럼 전임 교종제도의 도입이 필요하다는 주장이 종교계와 학계에서 나왔다. 종교계의 주장은 종교선교적 이익이 은밀히 내재된 점에서 한계가 있으며 학 계의 주장도 문헌연구로 되어 실증적 연구가 부족하였다. 이에 2021년에 국영교정기관을 대상으로 한 실증적인 선행 연구가 나왔지만 관료사회학적 맥락이 강 한 연구라는 한계가 있었다. 이에 제도 도입의 또 다른 이해관계자인 민영교도소 직원들의 실증적 의견조 사를 통한 접근은 국영교정기관의 교정관료들만을 대상으로 한 연구의 관료적 한계를 보완하여 균형적 접근을 가능하게 하여 보다 올바른 교종정책의 도입의 의제화를 가져올 수 있다는 관점에서 본 논문을 작성하게 되었다. 따라서 본 논문에서는 교정기관에서의 종교교육형주의의 이념과 실태와 전임 교종의 필요성을 언급한 다음에 전임 교종의 도입을 위한 실증적 연구의 하나로 민영교도소 직원들을 통하여 교종제도의 도입방식 등에 대한 효과성 검토를 실 증적으로 살펴보았다.
