The purpose of this study is to examine the relationship between the main factors related to the qualification institution competency operating qualification among the qualification effectiveness and the passers satisfaction. The method of the study first investigated previous studies on the effectiveness of private qualification, and based on this, an empirical analysis was conducted on the qualification effectiveness and passers satisfaction. As a result of the analysis, three out of a total of five hypotheses were adopted. Specifically, it was investigated that the ‘Qualification subject system’, which is a major factor in the qualification institution competency, affected the qualification effectiveness, but did not affect the passers satisfaction. ‘Qualification operation system’ did not affect the qualification effectiveness, but had an effect on the passers satisfaction. In addition, it was confirmed that the qualification effectiveness has a mediating effect in the relationship between the subject system and the passers satisfaction. This study has academic implications as the first study to analyze the influence relationship among state-approved private qualifications in a previous study on the utility of domestic qualifications.

본 연구의 목적은 국가공인 민간자격을 운영하고 있는 운영기관의 역량에 관한 주요 요인이 자격의 효용성 및 합격자 만족도에 미치는 영향관계가 어떠한지 살펴보는 것이다. 연구의 절차는 먼저 민간자격 및 자격의 효용성에 관한 선행연구를 조사하고, 이를 바탕으로 운영기관의 역량을 ‘종목체계’ 및 ‘운영체 계’로 설정하여 자격의 효용성 및 합격자 만족도에 영향을 미치는지에 대한 실증분석을 하였다. 분석 결 과 총 7개의 가설 중 4개가 채택되었다. 구체적으로 운영기관의 역량 주요 요인인 ‘종목체계’는 자격의 효용성에는 영향을 미쳤으나, 합격자 만족도에는 영향을 미치지 않았으며, ‘운영체계’는 반대로 자격의 효 용성에는 영향을 미치지 않았으나, 합격자 만족도에는 영향을 미치는 것으로 조사되었다. 또한 자격의 효 용성은 ‘종목체계’와 합격자 만족도의 관계에서 매개효과가 있음을 확인하였다. 본 연구는 국내 자격의 효용성과 관련한 선행연구에서 국가공인 민간자격 중 단일 종목을 대상으로 영향관계를 처음으로 분석 시도한 연구로써 학문적 시사점이 있으며, 공인민간자격의 효용성을 높이기 위한 운영기관의 역량제고에 있어 실무적인 발전 방향을 제시하고자 한다.
