The purpose of this study is to present a preemptive solution to assess the success of the system of payment in kind for works of art, which is about to be implemented in 2023. For this purpose, a Delphi survey using the Holstee reliability verification method and the CVR (content validity) verification technique was conducted in the first round for 9 experts, each consisting of 3 people including government officials, academia, and industry. As a result, experts thought that the implementation of the payment system for art works was timely for reasons such as expansion of taxpayer convenience, enhancement of people's right to enjoy culture, and efficiency of national financial management. Also, there were many objections to the inclusion of media art and NFTs, but they were of the opinion that an open attitude about whether to include them in the future was necessary. In addition, although all experts were in favor of the formation of the MCST, they argued that it was necessary to improve the art appraisal system of the current government agencies such as the Ministry of Land, Infrastructure and Transport, the National Tax Service, and the Cultural Heritage Administration. Regarding the tax system related to the implementation of the system of payment in kind, opinions were divided on most items such as approval of the annual limit, annual payment in installments, and the appropriateness of tax benefits. 본 연구는 2023년 본격 시행을 앞두고 있는 미술품 물납제에 대한 성공여부를 가늠하는 선결과제의 제시에 그 목적이 있다. 이를 위해 정부 관계자와 학계, 산업 계 등 각각 3명으로 이루어진 9명의 전문가에 대해 1차에 홀스티 신뢰도 검증, 2차 에 CVR(내용타당도) 검증 기법을 활용한 델파이조사를 실시하였다. 분석결과, 전문가들은 미술품 물납제 시행에 대해 납세자 편의 확대, 국민의 문 화향유권 증진, 국가 재정 운용의 효율성 등을 이유로 시의적절하다고 생각하고 있 었다. 또한 미디어아트와 NFT 포함에 대해서는 대부분 반대 의견이 많았지만 향후 포함 여부에 대해 개방적 자세가 필요하다는 의견이었다. 또 문체부의 물납심의위 원회 구성은 전문가들 모두 찬성하는 입장이지만 국토교통부, 국세청, 문화재청 등 현행 정부기관의 미술품 감정제도의 개선 역시 필요하다고 주장했다. 물납제 시행 과 관련한 조세제도에 대해서는 연간한도 승인, 연부연납, 세제혜택 적절성 등 대 부분 항목에서 의견들이 엇갈렸으며, 별도 기관 신설에 있어서는 문화체육관광부 를 소관부처로 해야 한다는 공감대가 우세했다. 본 연구는 전문가 집단의 의견을 바탕으로 미술품 물납제 시행을 위한 전제조건 을 제시했다는 점에 의의가 있다.
