Wanju-gun has a very high rate of returnees while the number of returnees is continuously increasing, and there is a large influx of young people in there 30s and under, reaching 40%. Since 2010, Cultural activists returned in Gosan-myeon of Wanju-gun and various activities are being conducted while forming close relationship with the local community. In this study, among rural immigrant who focus on local cultural activities were called ‘cultural rural immigrants’ and the process of participating in community activities and relationship formation while operating a community space was examined. It also analyzed how they interact and collaborate with stakeholders in the community, experiencing conflict and compromise. Culture rural immigrants who are the main agents of new community activities in the local community, have a difference in performance goals and perspectives expected by the administration in the process of forming relationships with local communities, and conflict with local residents in cultural perception. However, it was revealed that the conflict with local people was caused by indifference due to the formation of a relationship that did not take into account cultural differences. In addition, Wanju-gun's repatriation policy focuses on supporting the returning farmers, confirming that the supply and demand in the policy direction are inconsistent. Therefore, this study is meaningful in that it studied the relationship with the local community through the use of community projects and the community space of culture rural immigrants. However, it is difficult to accurately grasp the scale or proportion of culture rural immigrants, which limits the detailed study of diverse interests.

완주군은 귀농귀촌인구가 지속적으로 증가하는 가운데 귀촌인구의 비율이 매우 높고, 30대 이하의 귀촌인구가 40%에 이를 정도로 젊은 층의 유입이 많다. 완주군 내 고산면은 2010년부터 문화활동을 하는 귀촌인이 본격적으로 유입되어 커뮤니티 공간을 거점으로 지역사회와 밀접하게 관계를 형성하면서 다양한 활동을 펼치고 있다. 본 연구는 귀촌인 중에서 지역문화 활동에 주력하는 귀촌인을 ‘문화귀촌인’ 이라 칭하고 지역공동체활동에 참여하는 과정과 관계형성의 양상을 고찰하였다. 또한 지역사회의 이해관계 주체와 어떻게 상호작용하며 갈등을 경험하고, 협력하 면서 타협하고 있는지 연구하였다. 농촌지역의 새로운 활동 주체로 나타난 문화귀촌인은 지역사회와 관계를 형성하 는 과정에서 행정이 기대하는 성과목표와 시각 차이가 있고, 지역민과는 문화적 인 식 차이로 갈등이 나타난다. 하지만 지역민과의 갈등은 문화적 차이를 고려하지 않 은 관계형성으로 인해 무관심이 작동한 것이라는 점을 밝혔다. 그리고 완주군 귀농 귀촌 정책은 귀농인 지원에 집중하고 있어 정책방향의 수요공급이 불일치됨을 확 인하였다. 이에 문화귀촌인의 공동체사업 활용과 커뮤니티 공간을 매개로 지역사 회와의 관계를 연구했다는 점에서 의의를 가진다. 그러나 문화귀촌인의 규모나 비 중을 정확하게 파악하는데 어려움이 있어 다양한 이해관계를 세밀하게 연구하는데 한계를 가진다.
