This study defined the cultural city as a practice of cultural democracy and analyzed the meaning of the Cultural City Project as a process. Especially, this study examined the results of each Cultural City in the process of implementing the specialized themes through the case of Cheongju-si. In this study, first, the value of cultural democracy and the modern functions of culture were examined, and the direction of analyzing the project meaning of cultural cities was reviewed. Second, the concept of recording culture put forward by Cheongju-si was reset under the premise that it is necessary to newly set cultural city goals to analyze Cultural City’s meaning as a process. Third, by interviewing organizations participating in the Cheongju-si Cultural City Project, the meaning of the Cheongju City Project was analyzed. In this study, the complex function of culture was applied and examined by dividing it into cultural, social, political, and economic effects. If cultural democracy is the start of a Cultural City Project, the goals and achievements of the project should also be set in line with the value of cultural democracy. As in the case of Cheongju, it is necessary to reset the existing vision and goals according to the values of cultural democracy, and to try to examine the results as a process. In particular, given that the function of culture is complex, it is necessary to set the complex effects of the cultural city project for each city in consideration of the vision and conditions of each city and to analyze the results of the process.

본 논문은 문화민주주의 실천의 관점에서 문화도시사업의 과정을 살펴보는 연구 이다. 문화도시 사업의 의미를 분석하되, 각 문화도시가 내세운 특화주제를 실천하 는 과정에서 어떤 의미가 발생하는지를 청주시 사례를 통해 분석하였다. 본 연구에 서는 우선 문화민주주의 가치와 문화의 현대적 기능을 살펴보고 문화도시 사업의 의미를 분석하는 방향을 검토한다. 다음으로, 과정으로서 문화도시의 의미를 분석 하고, 문화도시 목표를 새롭게 설정할 필요가 있다는 전제하에 청주시가 내세운 기 록문화 개념을 재설정하였다. 또한, 청주시 문화도시 사업 참여단체를 인터뷰하여, 문화도시 사업 과정에서 나타난 청주시 사업의 의미를 탐색하며, 문화의 복합적 기 능을 적용해 문화적․사회적․정치적․경제적 측면으로 구분하여 살펴보았다. 결과적으 로 문화민주주의가 문화도시 사업의 출발이라면 사업의 목표와 의미 역시 문화민 주주의 가치에 부합해야한다. 청주의 사례처럼 기존 비전과 목표를 문화민주주의 가치에 맞게 조정하고, 과정으로서 사업의 의미를 살펴보려는 노력이 요구된다. 특 히 문화의 기능이 복합적이라는 점에서 개별도시의 비전과 여건을 고려하여, 도시 별로 문화도시 사업의 복합적 효과를 설정하고 과정적 의미를 분석할 필요가 있다.
