Due to the spread of drones, all important national facilities are exposed to drone terrorism defenselessly. Likewise, the National Assembly is not prepared for drone terrorism technically. The reason why the National Assembly has designated important national facilities as “Class A” is that terrorists are required to perform integrated defense operations when destroying and occupying facilities, and the symbolic effect is very high, so the possibility of terrorism by drones is very high. . Therefore, realizing the seriousness of this, it is necessary to recognize that there is a possibility of using drones for crime and terrorism, and to thoroughly prepare countermeasures against abused drones. In order to derive effective countermeasures to prevent drone terrorism in the National Assembly, we analyzed the results of the NVivo12 program based on the interview contents of the research participants and derived the results. Therefore, the conclusion of the study is first, that due to the prevalence of illegally operated drones, technical countermeasures are needed to prevent the possibility of terrorism by drones and prevent human casualties. You need to build a system. Second, among national important facilities, the possibility of drone terrorism in the National Assembly is high. This is because, as a legislative body, the National Assembly is symbolic and easy to create social chaos. To this end, an organization that operates and manages the anti-drone system should be formed in the National Assembly. This study is a guideline for the prevention and response of drone terrorism in important national facilities. Furthermore, based on this study, it is expected that the anti-drone industry that can coexist with the drone industry will be fostered by recognizing the seriousness of drone terrorism.

드론 확산에 따라 국가중요시설은 모두 드론 테러에 무방비로 노출되어 있는 상황에서 국회도 마찬가지로 드론 테러에 대한 기술적 대비가 되어있지 않다. 국회가 국가중요시설 “가”급으로 지정된 이유는 테러 위해자에게 시설 파괴와 점령 시 통합방위작전 수행이 요 구되고, 이에 따른 상징적인 효과가 매우 크기 때문에 드론에 의한 테러가 발생할 가능성 이 매우 높은 현실이다. 따라서 이에 대한 심각성을 깨닫고 이제는 드론을 범죄 및 테러 등에 활용할 가능성이 있다는 것을 인식해야 하며 악용되는 드론에 대한 대응책을 철저히 준비해야만 할 것이다. 국회의 드론 테러 방지를 위한 효율적인 대응방안들을 도출하고자 연구참여자들의 인터 뷰 내용을 기반으로 NVivo12 프로그램을 통해 분석하고, 결과를 도출하였다. 이에 따라 연구의 결론은 첫째, 불법운용 드론의 만연으로 인해 드론에 의한 테러 발전 가능성과 인명피해 예방을 위해 기술적 대응수단이 필요하며, 특히 국가중요시설은 테러분 자들의 표적이 되는바 시설 실상에 맞는 시스템 구축을 해야한다. 둘째, 국가중요시설 중 국회를 드론테러 발생 가능성이 높은 실정이다. 국회는 입법기관으로서 상징성과 사회적 혼란조성이 용이한 이유이기 때문이다. 이를 위해 국회에 안티드론 시스템을 운용하고 관 리하는 조직도 구성되어야 한다. 이 연구는 국가중요시설의 드론 테러 예방 및 대응을 위한 가이드라인이며, 더 나아가 이 연구를 토대로 드론 테러의 심각성을 인식하고 드론산업과 상생할 수 있는 안티드론 산업이 육성되기를 기대한다.
