According to data from the Korea Coast Guard, the mortality rate of coastal accidents was higher than that of traffic accidents on roads. This study focused on measures to strengthen safety management in coastal waters to prevent such an increasing number of coastal accidents. In particular, this study was conducted to further strengthen coastal safety management by deriving problems based on the analysis of the operation of the private staff member of the coast guard system officially operated in 2021 under the Act on Prevention of Accidents at Coastal Sea. As improvement measures, various development plans were proposed, such as increase in the number of the private staff member of the coast guard, diversification of supplies to suit regional characteristics, strengthening communication with coast guard officers, and actively utilizing retired coast guard officers. The implication of this study is that, in order to solve the coastal patrol blind spots of the Coast Guard, a plan was prepared to expand the private coastal patrol manpower as a public-private collaboration method. In the future, follow-up studies related to this should be continued.

해양경찰청 자료에 의하면 연안사고 사망비율이 도로에서 교통사고로 인한 사망 비율 보다 높게 나타났다. 본 연구의 목적은 증가되고 있는 연안사고 예방을 위하여 연안해역의 안전관리 강화방안에 초점을 맞추었으며｢연안사고 예방에 관한 법률｣에 근거하여 해양경찰청 주관으로 운영된 연안안전지킴이 제도에 대한 다양한 보완적· 발전적 개선방안을 제시하여 연안 안전관리가 더욱 강화되도록 하는 것이다. 연구방 법으로 2021년에 처음 시행된 연안안전지킴이 제도의 운영 실태를 살펴보고 운영결 과에 대한 분석을 토대로 문제점을 도출하였으며 이에 대한 발전적인 개선방안을 제 시하였다. 연구결과로는 현 제도의 한계인 부족한 연안안전지킴이 인력 확보를 위하 여 지방자치단체 및 시니어클럽과 안전관리 협업의 방법으로 사회공헌형 노인일자리 사업을 적용하여 채용인력 확대, 지역별 특성에 맞는 보급물품 다양화, 퇴직 해양경 찰관 적극 활용 등 다양한 발전방안을 제안하였다. 본 연구의 함의는 해양경찰의 연 안 순찰 사각지대 해소를 위하여 민·관 협업의 방법으로 민간의 연안 순찰인력 확대 방안을 마련하였다는 점이며, 향후 관련된 후속 연구가 계속되어야 할 것이다.
