This Articles explain the building and development of detente , which continue to be debated to 60~70’s of the Europe in the International Politics. Amidst the Cold war, West Germany had no alternative to security through Western. At the same time Division of Germany became a prerequisite for the Western’s guarantee. Detente as an analytical concept used detente as policy and process, which two level of analysis: international and the domestic system. This approach addresses the difficult problem of interpretation of detente in 60~70’s The heart of Ostpolitik which was systematic combination of policy towards soviet, East Germany was the settling of relations between the two German states. Willy Brandt had declared the slogan change through rapprochement which developed by Egon Bahr in the 60’s. His policy was an attempt to pass from a regulated coexistence to mutual cooperation. In the result, The Sufficient conditions and necessary conditions of West Germany Detente policy was eroded the factor of stability the cold war system.

전후 냉전질서는 1960년대에 접어들어 새로운 변화의 국면에 접어들었다. 분단국가 서독은 냉전기의 ‘서방정책’을 기본으로 냉전 ‘규범’의 범위를 점차 변화시켜 긴장완화라는 새로운 변화요인을 통하여 ‘정상화와 화해’의 방향으로 정책을 전개하였다. 아데나우워 정권의 권력정치의 유산을 교훈으로, 빌리 브란트는 분단국의 목표인 분단 극복을 위한 보다 적극적인 긴장완화 정책을 전개하였다. 그는 ‘접근과 변화’라는 신동방정책의 정책의 이념을 바탕으로 소련과 동유럽 여러 국가와 적극적인 신뢰구축을 행하면서, 유럽의 평화질서를 구축하려고 노력하였다. 그 결과 서독 긴장완화의 충분조건과 필요조건은 냉전시스템의 안정요인을 침식시켜나갔다.
