A certain theoretical problematic should be discussed prior to the researching of the current interchange between the North and the South Korea, which each government have actively developed in the political, economic, social and cultural fields. This theoretical problematic makes it a starting point at the reflection that the relationship and interchange of two governments in Cold War had been one of series of the unification policies and competitive in ideological system. Based on the reflection, the future discussion in theoretical aspect should be directed to the establishment of the theoretical framework in four ways; the first, the establishment of the theoretical framework on the two Koreas interchanges reflected on the current situation of South-East Asia and the Korean Peninsular, the second, the redefinition of the characteristics of the relationship and interchange of two governments in the suggested framework above, the third, the construction of the theoretical baseline of South-North relationship and interchanges at the result, and finally the achievement of the unification through integration. This newly theoretical framework will be expected to result in the policy making-decision that can achieve the unification with ‘integration, reunification, and re-integration’ proceeded step by step.

2000년대에 들어와 정치, 경제, 사회, 문화 등 각 영역에서 정부 및 민간차원에서 활발히 전개되고 있는 남북교류를 고찰함에 있어서 선행되어야할 이론적 논의가 있다. 이 이론적 논의는 과거 냉전시기에 전개된 남북관계 및 남북교류가 다분히 정부주도하에서 ‘통일정책’의 일환으로 체제경쟁적 요소를 지니고 있다는 반성으로부터 출발한다. 이러한 반성을 토대로 4가지 방향에서 이론적 논의가 진행되어야 한다. 첫째 새로운 동북아시아 및 한반도 지역정세의 변화에 따라서 전개되고 있는 남북교류에 대한 이론적 틀을 마련해야한다. 둘째 남북관계 및 남북교류의 성격 규정이 이론적 틀내에서 이루어져한다. 셋째 이로써 남북관계 및 남북교류의 이론적 기초를 마련하여야 한다. 넷째 궁극적으로 통합을 통한 통일을 달성할 수 있어야 한다. 이것은 결국 ‘통합’과 ‘재통일’ 그리고 ‘재통합’의 단계를 거쳐 통일을 달성할 수 있는 정책적 고려를 가능하게 한다는 점에서 새로운 분석의 틀을 제공하게 될 것이다.
