Social diversification has resulted in more complicated policy conflicts. These conflicts happen often and become a part of social life. The purpose of this study is to analyze the causes and process of policy conflict and stake-holders' interests by using the case of ‘Installing Taxi Traffic Card Terminal to the Incheon Metropolitan City.’ The findings are as follows: the policy conflict happened mainly due to the insufficient analysis of policy validity and feasibility which are often prerequisite for successful policy implementation. Second, the core stake-holders were excluded from the policy process, especially from the initial stage. This led to the lack of policy trust. Third, the lack of policy trust resulted in stake holders' extreme self-interest which deterred the installment of card terminal. Taxi Transport Association was divided into corporate and individual one. Individual Transport Association showed negative attitude toward the instalment policy and tried to deter the adoption of the policy. Local news media supported this attitude.

사회가 다원화되어 가면서 정책갈등의 양상은 더욱 복잡 다양해지고 상시화 되어가는 경향이 있다. 본 연구는 인천시 택시교통카드 단말기설치 과정의 정책갈등을 사례로 정책갈등의 원인과 전개과정 그리고 이해 당사자들의 주장내용을 분석하였다. 갈등사례 분석결과는 다음과 같다. 첫째, 택시교통카드 단말기설치와 관련된 갈등의 원인은 정책결정과 집행에 앞서 정책의 타당성과 실현가능성 등이 먼저 검토되어야 함에도 불구하고 사전 치밀한 검토분석 없이 단기간 내에 성과 지향만을 의식한 결과 집행과정에서 문제점이 도출되어 갈등이 발생하였다. 둘째, 정책결정과정에서 이해당사자 참여를 배제한 채 일방적으로 택시단말기 설치를 강행함으로써 정책에 대한 신뢰성이 결여되는 결과를 초래하였다. 셋째, 정책집행과정에서 갈등당사자간의 정책에 대한 불신으로 이해당사자간의 이기주의가 팽배하여 단말기 설치사업이 지연되는 결과를 초래하였다.
