The purpose of this study is to explore the topography(system) of legislative education and alternatives(improvement) of legislative education. The system of legislative education can be largely divided into school legal education and social legal education according to the Legal Education Support Act. In this study, school law education was divided into elementary and secondary education and higher education, and social law education focused on the education of legislative workers and examined the current status of legislative education. In the case of school legislative education, independent legislative education is not provided in the elementary and secondary school curriculum. A small number of universities operate legislative studies, and legislative education is also provided through non-subject education. Legislative education of the National Assembly and the Ministry of Legislation for related job workers is well carried out. The plan to develop legislative education in elementary schools is to provide legislative education in connection with the class operation process. In the case of universities, there are the following improvement measures. First of all, there is a way to grant degrees to students in administration, policy, and politics as well as students interested in legislation through the legislative nano-degree course. Second, there is a way to develop students' ability to solve legislative problems for problems such as community institutions and companies by designing legislative subjects as capstone design subjects. In the case of a law school, the operation of a legislative clinic class to foster legislative experts may be considered. Finally, attention should also be paid to local autonomy legislative education for policy support professionals.

본 연구는 입법교육의 지형(체계)과 입법교육의 대안(발전방안)을 모색 하는 것을 목적으로 한다. 먼저 입법교육의 체계는 ｢법교육지원법｣에서 규정한 법교육의 체계에 따라 학교 법교육, 사회 법교육으로 크게 나눌 수 있다. 여기에서는 학 교 법교육의 경우에도 초·중등교육과 고등교육으로 구분하고, 사회 법교 육의 경우에는 입법 관련 종사자 교육에 중점을 두어 현재 입법교육의 지형을 살펴보고자 하였다. 학교 입법교육의 경우 초·중등학교 교육과정에서는 독립된 입법교육이 이루어지고 있지 아니하고, 고등교육과정인 대학에서는 입법학 교과목이 소수의 대학에서 운영하고 있으며, 비교과과정으로 입법교육이 이루어지 고 있다. 우리나라의 입법교육이 비교적 가장 활발하게 이루어지는 것은 국회나 법제처에서 관련 직역 종사자를 대상으로 하는 입법교육으로 보 인다. 입법교육의 대안으로 초등학교의 경우 학급운영과정과 연계하여 입법 교육을 실시하는 것을 들 수 있다. 고등교육기관인 대학의 경우에는 먼 저 입법학 나노학위과정을 통해 입법에 관심이 있는 타 전공학생들이 학 위를 취득할 수 있도록 하는 방법, 캡스톤디자인 교과목으로 입법교과목 을 설계하여 지역사회 기관이나 기업 등의 문제에 대한 학생들의 입법 문제해결 능력을 키우는 방법이 있다. 법학전문대학원의 경우에는 입법 전문가 양성을 위한 입법클리닉 수업 운영을 고려할 수 있다. 마지막으 로 직역교육에 있어서 지방자치법 전부개정에 따라 신설되는 정책지원전 문인력에 대한 입법교육에 대한 관심도 기울여야 할 것이다.
