Korean correction idelogy for inmates are bureaucratic education penalty idealogy based on discipline and moral edification and so on and non-bureaucratic religious educaton penalty as correction in prison. In the form of subject of religious education penalty for them, there are the full-time prison chaplin appointing religious persons full-time and an unpaid part-time jobs. In korea, Christian full-time prison chaplain existed under president syngman Rhee because of the strong pro-christian policy, but due to the controversy over unconstitutionality of chirstion full-time prison chaplain, non-full time prison chaplian system as a unpaid part-time religious committee has been in charge of religious correction for them. But, several problems in low marginal productivity, non-scientificity, etc in part-time prison’s religious committee emerged, and accordingly, the religious community-especially in christian community emphasized the justification for full-time prison chaplain system in korea. But these religious approaches due to non-scientific approaches lacked academic grounds for full-time prison chaplain system legislation. And there were existing studies of its justification for full-time prison chaplain system in academic community, but they had a limitation of not being able to come up with a valid device. Therefore, I showed diverse practical plans for throughout the interdisciplinary study for its legislation and justification

범죄인에 대한 교화이념의 수단에는 일반 훈육과 훈련 및 도덕적 교화 등을 내용으로 하는 관료형 교육형주의(敎育刑主義)와 비관료적인 종교교화에 의한 종 교교육형주의가 있다. 종교교육형주의의 주체형식에는 성직자를 전임으로 보임해 근무하게 하는 전임형과 자원봉사직으로 일하는 무보수의 파트직이 있다. 우리나 라는 제1공화국때인 이승만대통령때는 정권의 강한 친기독교적인 정책으로 인하 여 개신교적인 전임형제도가 있었으나 위헌성 논란으로 제2공화국 이후에는 비 전임형으로의 자원봉사직인 교종인 종교위원이 범죄인에 대한 종교적 강화를 해 오고 있다. 그러나 비전임 종교위원의 낮은 종교교화와 한계 생산성과 비과학성 등의 여러 문제점들이 나왔고 이에 기독교 등 종교계에서 전임 교종제도의 당위 성을 역설했으나 학술적 근거가 부족하였다. 학계에서도 교종제의 중요성에 관한 선행연구들은 있지만 유효한 실현방안을 제시하지 못하는 한계가 있다. 여기에서 는 교종제도의 당위성과 입법적 도입을 위한 실현방안들을 학제적 접근으로 기술하였다.
