This study aimed to develop the Lifelong Learning City Self-Assessment Toolkit that can be used for local governments to autonomously evaluate and diagnose their performance as learning cities while reflecting the characteristics of the Korean lifelong learning city. The literature informed the initial development of learning city indicators; the initial indicators were, then, examined and subsequently validated by researchers and field experts in lifelong learning cities through focus group interviews over multiple stages. The final learning city assessment toolkit comprises a basic module, a subject module, and a performance module. The basic module is an indicator for the construction of a lifelong learning city base and the vitalization of lifelong learning. The topic module is a specific module for each subject. The subject module is a specialized module for each local government and consists of seven types: learning-as-culture type, whole community as-learning-sites type, learning-as-empowerment-and-mobilization type, learning for economic vitality type, learning-for-all type, learning with urban renewal type, and community school type. Finally, the outcome module is divided into two sections: lifelong learning outcomes and urban growth outcomes. Each module would be autonomously combined by local governments and configured to be utilized in accordance with the regional features and vision of a learning city. Based on the results of this study, The advantages and application of this Lifelong Learning City Self-Assessment Toolkit for self-evaluation and diagnosis of learning cities were discussed.

본 연구는 한국형 평생학습도시 특성을 반영하면서, 개별 평생학습도시들이 자율적 으로 해당 지자체의 사업 성과를 자체 평가하고 진단하기 위한 자율형 지표를 개발하 기 위하여 실시되었다. 이를 위해 학습도시 지표 관련 문헌 분석과 관련 연구자 및 현 장 전문가 대상의 FGI를 통하여 주요 지표를 추출하고 전문가 타당화를 거쳐 모듈 방 식으로 운영할 수 있는 자율형 지표를 개발하였다. 본 연구에서는 학습도시 지표를 기 본모듈, 주제모듈, 성과모듈로 구성하였다. 기본모듈은 평생학습도시 기반 조성과 평생 학습 활성화 관련 지표로, 주제모듈은 지자체별로 특화된 모듈로서 지자체가 자율적으 로 선택하여 구성하게 되는 7개 주제 영역(학습문화조성형, 온마을배움터형, 주민자치 형, 학습과일자리연계형, 함께학습형, 도시사업융합형, 지역사회학교형)으로, 마지막으로 성과모듈은 평생학습 성과와 도시 성장 성과로 구분하였다. 각각의 모듈은 지자체별로 자율적으로 조합하여 지역 특성과 학습도시 비전에 맞게 활용하도록 활용할 수 있도록 구성되었다. 이러한 연구결과를 바탕으로 학습도시 자체 평가 및 진단을 위한 자율형 지표의 특성과 활용 방안을 논의하였다.
