The purpose of this paper is to propose new assignments to the global citizenship education which can help to come true peace and human in the new normal era. Global society experienced a chaos since the pandemic of COVID-19 was declared in March 2020. It seemed that global citizenship seldom manifested. Instead, discrimination, hate, and economic inequality intensified. Individual states also chose to close their borders rather than cooperate with other states. However, the global health crisis paradoxically provided an opportunity to confirm that the Earth is a community. Global citizenship must be able to be practiced to ovecome the common dangers and crises that humanity faces. The new normal era should not just go back to the daily life of the past, but should become ‘a better society’ that can protect safety and life, peace and human rights, and social order and dangers regardless of crises that humanity faces together. This study emphasizes the need for global citizenship education to be practice global citizenship for peace and human rights. Global citizenship education need to focus on issues such as sustainable international cooperation, identity education, and the realization of global justice in order to practice global citizenship.

이 연구의 목적은 뉴노멀(new normal) 시대, 평화와 인권의 실현을 위한 세계시민교육의 새로운 과제를 제시하는 데에 있다. 2020년 3월, 코로나 19(COVID-19)의 팬데믹이 선언된 이후 세계사회는 혼란에 빠지고 말았다. 세계보건위기 속에서 세계시민성은 좀처럼 발현되지 못했다. 대신에 차별과 혐오 그리고 경제적 불평등이 심화되었다. 또한 개별 국가들은 타국과 협력하기 보다는 국경의 폐쇄를 선택했다. 그렇지만 세계보건위기는 역설적으로 지구는 하나의 공동체라는 점을 확인할 수 있는 기회를 제공했다. 인류가 공동으로 처한 위험과 위기를 극복하기 위해서는 세계시민성의 발현될 수 있어야 한다. 뉴노멀 시대는 단지 과거의 일상을 회복하는 것이 아니라 인류가 처한 위험과 위기로부터 안전과 생명, 평화와 인권, 사회질서를 지킬 수 있는 ‘더 나은 사회’가 되어야 한다. 이 연구는 평화와 인권의 실현을 위해서 세계시민성이 발현될 수 있어야 한다는 점을 강조한다. 어떠한 위기에서도 세계시민 교육은 지속가능한 국제협력, 정체성 교육, 지구적 정의의 실현 등의 문제에 초첨을 맞추어 교육을 진행할 필요가 있다.
