Currently, the government operates a variety of start-up supporting programs mainly including start-up commercialization, R&D, offering facilities and space, start-up training, mentoring, marketing, establishing distribution channel, networking support, and so on. This study was aimed to investigate how start-up supporting by individual project affected the performances. Detailed elements of start-up supporting by individual project were defined such as supporting spaces, common facilities, commercialization fund, labor costs, start-up training, mentoring, PR and marketing with institution initiatives and company initiatives so as to find out the causal relationship with the business performances and to verify the influential factors to the performances of the start-up companies in the relation between start-up supports by project and performances. The analysis results revealed to show the decline of performances from labor cost supports by the government. Also, higher performances were found in the case the institutions drove PR and marketing than in the case the companies drove them, demonstrating the necessity of funding system development with sense of responsibility and assistance of professional institutions rather than thoughtless funding support. In addition, it is necessary to develop the policies to enhance the efficiency of space offering by supporting independent spaces for start-up rather than supporting common facilities as well as supporting administrative matters. Mentoring support solved many practical problems of start-up; advice of senior founders or start-up experts affected their successes and failures; overseas presentation session with institution initiative showed the significant impact on the qualitative performance items of the businesses, implicating the needs to expand the supports for them in the future.

현재 정부에서는 다양한 창업지원 프로그램을 운영하고 있는데 주로 창업 사업화, 연구개발, 시설 및 공간 제공, 창업교육, 멘토링, 마케팅 및 판로개척, 네트워크 지원 형태이다. 이 논문은 지원사업별 창업지원이 실질적인 창업성과에 미치는 요인을 연구하고자 지원사업별 창업지원의 입주공간 지원, 공용시설 지원, 사업화자금 지원, 인건비 지원, 창업교육지원, 멘토링지원, 기관 주도형 및 사업자주도형 홍보ㆍ마케팅 지원 등 세부 요인들을 도출하여 기업성과와의 인과관계 를 규명하고 지원사업별 창업지원과 창업성과 간의 관계에서 창업기업의 성과에 영향을 미치는 요인과 효과에 대해 검증해 보았다. 분석의 결과 정부의 인건비 지원은 성과가 감소한 것으로 나타났고, 홍보ㆍ마케팅을 사업자가 주도하여 진행했을 때 보다 기관에서 주도하였을 때 창업성 과가 높은 것으로 보아 무분별한 자금지원보다는 책임감 있는 자금지원 체계 발굴 및 전문 기관 의 보조가 필요함을 알 수 있었다. 또한 공용시설 지원 보다 창업기업이 단독으로 사용가능한 입주공간 및 입주에 따른 행정편의 등을 집중 지원하여 공간제공의 효율성을 높일 수 있는 정책 을 발굴해야 될 필요성이 있으며, 멘토링 지원은 실제 창업활동을 진행하면서 부딪히는 많은 문제를 해결하고 선배창업자 또는 창업전문가의 지도가 창업의 성패에 영향을 미쳤으며, 기관주도 형 해외상담회 역시 기업의 정성적 성과항목에 유의한 영향을 미치는 것으로 나타나 앞으로 그 부분에 대한 지원비중을 확대할 필요성이 있음을 알 수 있었다.
