The purpose of this study is an exploratory study aimed at analyzing the social values and evaluation items created by the government's start-up support. For exploratory research on social value, it is to examine the constituent factors and roles of social value and propose social value items of start-up support to emphasize the importance of performing the social value of start-up. To this end, the government's budget and support items of the start-up support system were analyzed, and evaluation indicators and items were checked to realize the social value of start-up support, and indicators were presented. Existing studies on domestic and foreign case analysis and value measurement of start-up support for social value were examined, and the evaluation indicators of government start-up support projects were also organized by item. Finally, the field of measuring the value of start-up support was divided into start-up support social performance, social contribution social performance, and economic contribution performance, and the government's start-up support evaluation items were explored and applied to the social value concept. The results of this study are expected to be helpful in future research on the social value of start-up support, the concept of value for economic, social, and social contribution, and the classification of value measurement items.

본 연구는 정부의 창업지원이 창출하는 사회적 가치와 평가항목을 분석하는 것을 주된 목적 으로 하는 탐색적 연구이다. 사회적 가치에 대한 탐색적 연구를 위해 사회적 가치 구성요인과 역할에 대해 살펴보고 창업지원의 사회적 가치 항목을 제안하여 창업의 사회적 가치 수행의 중 요성을 강조하고 있다. 이를 위해 정부의 창업지원제도의 예산 및 지원 항목을 분석하고 창업지 원의 사회적 가치 실현을 위해 평가지표 및 항목을 점검하여 창업 성과를 창출할 수 있는 역할 수행과 평가할 수 있는 지표를 제시하였다. 사회적 가치에 대해 국내외 사례분석과 창업지원의 가치측정에 대한 기존연구들을 살펴보았고, 정부 창업지원사업의 평가지표에 대해 항목별 구분 도 정리하였다. 최종적으로 창업지원의 가치 측정분야를 창업지원 사회적 성과, 사회공헌 사회 적 성과, 경제적 기여성과로 구분하고 정부의 창업지원 평가항목을 탐색하여 이를 사회적 가치 개념에 적용하여 분류기준을 반영하였다. 본 연구의 결과는 다양한 창업지원의 사회적 가치에 대한 연구와 경제적, 사회적 그리고 사회공헌에 대한 가치 개념, 가치 측정항목 분류를 정리함으 로써 향후 창업과 창업지원의 사회적 가치 연구에 도움이 될 것으로 기대한다.
