In response to President Moon Jae-in‘s proposal for an end-of-war declaration, North Korea insists on the abolition of the ‘hostile policy’ and the withdrawal of the ‘double standard’, and insists that they will not resume dialogue unless their demands are first met. The purpose of this study is to diagnose the ideal and reality of the declaration of an end to the Korean War as a practical work for a new Korean Peninsula initiative. To this end, the meaning and historical background of the declaration of an end to the Korean War were examined from the ideal level, and from the real level, North Korea's position on the proposal of the Korean government to declare an end to the Korean War. Simultaneously, the abolition of the 'hostile policy toward North Korea' and the argument for the withdrawal of the ‘double standard’, were analyzed as well. In addition, comprehensively examine the implications of the ‘Korean Peninsula-type’ peace that an end-of-war declaration on Korean Peninsula has. The attempt to seek ‘Korean Peninsula style’ peace with the declaration of the end of the war as a starting point is meaningful in that it is the first step toward establishing lasting peace on the Korean Peninsula.

문재인 대통령이 유엔총회 연설에서 종전선언을 재차 제안하며 다시 ‘2018년의 봄’이 재현될지 귀추가 주목되고 있다. 하지만 북한은 ‘적대시 정책’ 폐기와 ‘이중기준’ 철회를 주장하며 자신들의 요구 조건이 먼저 받아들여지지 않으면, 대화 재개에 나서지 않겠다는 입장이다. 본 연구의 목적은 새로운 한반도 구상의 실천 작업으로 종전선언의 이상(理想)과 현실(現實)을 진단하는데 있다. 이를 위해 이상 차원에서 종전선언의 의 미와 역사적 배경을 살펴보고, 현실 차원에서 우리 정부의 종전선언 제안에 대한 북한의 입장인 ‘대북 적대시 정책’ 폐기와 ‘이중기준’ 철회 주장을 고찰했다. 그리고 종합적으로 종전선언이 갖는 ‘한반도형’ 평화의 함의 를 살펴보고자 한다. 종전선언을 시발점으로 ‘한반도형’ 평화를 모색하는 시도는 한반도의 항구적인 평화를 정착시키는데 첫 발걸음을 띤다는 점에 의의가 있다.
