Expectations and risks coexist in the fourth industry and the COVID-19 pandemic, especially in the information and communication broadcasting industry. In particular, the current administration, which aims to revitalize SME, is actively supporting the revitalization of SME, venture and start-ups. Therefore, this study analyzes the factors affecting the business performance of unlisted individual start-ups in the information and communication broadcasting industry (device and service) among ICT industries. This research aims to demonstrate the relationship between government support (start-up support and manpower support) and R&D capabilities and business performance (sales and net profit) through competitiveness (world and domestic). To this end, the 2019 ICT SME Survey Data were analyzed empirically using SPSS22. According to the empirical results, participation in human resources support policies, R&D capabilities, and domestic competitiveness have a significant impact on sales. R&D capabilities and global competitiveness have a significant impact on net profit. As a determinant of competitiveness, R&D capabilities have a significant positive(+) influence on both global and domestic competitiveness. Of the government's support, only the support for start-ups have a significant impact on global competitiveness. Based on the results, this study proposes suggestions on entrepreneurs and government support policies for SME in information and communication broadcasting, and propose future research directions based on research limitations.

4차 산업과 코로나 19 펜데믹 상황에서 ICT 특히 정보통신방송 산업에 대한 기대와 위험이 공존한다. 특히 경제활성화 도모를 중 소벤기업 활성화를 통해 도모한 현 정부는 중소벤처기업 활성화를 위한 다양한 지원을 진행한 상황이다. 이에 본 연구는 ICT 산업 중 정보통신방송산업(기기와 서비스)의 개인창업 비상장 기업의 기업성과에 영향을 미치는 요인을 분석하고자 한다. 본 연구는 경쟁력 (세계, 국내)을 매개로 정부지원(창업지원과 인력지원)과 연구개발역량 그리고 기업성과(매출액과 순이익)와의 관계를 실증분석하고 자 한다. 이를 위해 본 연구는 2019 ICT 중소기업 실태조사 데이터를 SPSS22를 활용하여 실증분석을 진행했다. 실증분석 결과, 인력지원정책참여, 연구개발역량 그리고 국내 경쟁력은 매출액에 유의한 정(+)의 영향을 미쳤다. 연구개발역량과 세계 경쟁력은 순이익에 유의한 정(+)의 영향을 미쳤다. 경쟁력 결정요인에서는 연구개발역량은 세계 경쟁력과 국내 경쟁력 모두에 유의한 정(+)의 영향을 미쳤다. 정부지원 사업 중 창업지원 만 세계 경쟁력에 유의한 정(+)의 영향을 미쳤다. 본연구결과를 기반으로 정보통신방송 중소벤처 개인창업 기업인과 정부지원 정책에 대한 시사점을 제시하고, 연구의 한계점을 기반으로 향후 연구의 방향성 을 제안하고자 한다.
