This study is aimed at working-level counter-terrorism-related organizations of the police, maritime police, military, and firefighting agencies who perform tasks such as counter-terrorism response and recovery activities. The purpose is to examine the perception of As a result of this study, first, in the case of a comparative analysis of the average of the constituent factors of each stage of counter-terrorism response and recovery, perceptions differ according to affiliation. In particular, in the case of the police, the recognition level of the consensus of the constituent factors for the response and recovery stages was statistically lower than that of other affiliations, which was significant. Second, in the counter-terrorism response stage, all parts showed high levels, but there were differences in cooperation/coordination between related institutions, and on-the-spot training and management depending on affiliation and educational background. 본 연구는 테러 대응 및 복구 활동 등 임무를 수행하는 경찰·해양경찰·군·소방의 대테러 관계기관 실무자들을 대상으로 위기관리 단계에서의 대테러활동 중 테러발 생 후, 즉 대응·복구 단계의 구성 요인에 관하여 인식을 살펴보는 데 그 목적이 있다. 본 연구 결과 첫째, 대테러활동상 대응 및 복구 단계별 구성 요인의 합의 평균 비교 분석의 경우 소속에 따라 인식 차이를 보인다. 특히 경찰의 경우 통계적으로 대응 및 복구 단계에 대한 구성 요인의 합의 인식 정도가 타 소속에 비해 낮아 유의 미하게 나타났다. 둘째, 대테러활동상 대응 단계에서는 모든 부분이 높게 나타났으나, 관계기관 간 협조/조정, 현장 수습 및 관리 부분은 소속, 학력에 따라 차이가 있는 것으로 나타났다. 셋째, 대테러활동상 복구 단계에서는 모든 부분이 높게 나타났으나, 관계기관 간 협조/조정, 현장 수습 및 관리 부분은 소속, 학력에 따라 차이가 있는 것으로 나타났다. 이러한 연구 결과를 종합해보면 대테러 관련 지침 또는 법령의 정비와 더불어 지 침에 대한 숙지가 요구되고, 나아가 실무자로서 해야 할 역할 점검이 필요할 것이다. 또한 학력과 소속 등 특성을 고려한 맞춤형 교육을 통해 대테러활동상 대응 및 복구 관련 인식 제고를 위한 교육 설계가 필요할 것이다.
