In October 2018, the Korean National Police Agency officially began to implement the dialogue police system nationwide to conduct ‘dialogue, negotiation, and support’ before, during and after assemblies and processions in Korea. The role of the dialogue police, i.e., ‘dialogue, negotiation, and support’, is primarily geared towards assuring and protecting the constitutional right to the freedom of assembly and association, by facilitating peaceful protests. Nonetheless, there have been some academic concerns over the possibility that the role might be viewed as rather unjustified interventions by the ordinary people. Unfortunately, very little empirical research has been done on the issue. In this context, the present research attempts to conduct a one-to-one telephone survey of 1,500 respondents including a total of 451 that have previous experiences of organizing or participating in protests. Based on the results of this survey, the research tries to compare and analyze the respondents' perceptions empirically, regarding the following four issues, 1) do the respondents consider the role of the dialogue police (dialogue, negotiation, and support) as necessary to promote peaceful protests as intended?, 2) if or unless they do, why?, 3) are the current efforts for the role acknowledged as fully sufficient by the respondents?, and finally, 4) what is the most acceptable attire for designated officers carrying out the role before, during, and after protests.

경찰청은 2018년 10월부터 집회시위 현장 등에서 ‘대화, 협의, 지원’ 업무를 수행하 는 대화경찰 제도를 전국적으로 운영하기 시작하였다. 이러한 경찰의 대화, 협의, 지 원에 관한 역할은 기본적으로 헌법상의 권리를 최대한 보장/보호하고, 이를 통하여 평화로운 집회시위를 촉진하기 위한 것이라고 할 수 있다. 그런데 이러한 대화경찰 의 역할과 관련하여, (이러한 역할이) 집회시위 자유권의 자기결정권을 훼손하는 등 오히려 부당한 개입으로 비추어질 개연성이 있다는 학계의 지적도 일부 존재한다. 그런데 문제는 대화경찰 역할인, 대화, 협의, 지원 활동이 과연 필요한 것인가?, 만약 필요하다면 그 이유, 아울러 이러한 노력의 충분성 등에 관한 일반시민 및 특히 집회 시위 개최 또는 참여 경험이 있는 사람들 인식에 관한 실증적 연구가 전무하다는 점이다. 이러한 이유로, 본 연구는 대화경찰 제도에 관한 기존 선행연구 분석을 바탕 으로, 1,500명의 일반시민(참여나 개최 경험이 있는 응답자 451명 포함)을 대상으로 일대일 전화면접 설문조사를 실시하여, 대화경찰의 역할인 대화, 협의, 지원의 ‘필요성’ 여부, (필요하다면) 그 ‘이유’, 노력의 ‘충분성’, 바람직한 ‘복장’ 등에 관한 응답자의 ‘인식’을 실증적으로 비교·분석해보고자 하였다.
