2022 marks the 10th anniversary of the launch of a school police officer. Entering the school, which was considered a sanctuary in 2012, they entered the school with the banner of eradicating school violence, and it is time to seek a change in the role suitable for the needs of the times with the pilot operation of restorative police activities in 2019 and the implementation of the autonomous police system in 2021. However, since discussions or studies related to these have not been actually conducted, this study raised the necessity and explored prospective changes in roles. To this end, previous studies related to a wide range of topics, such as ways to improve the school police officer system, approach and problem-solving methods on youth problems, meaning and role of local communities, and application of restorative justice, were analyzed, and the juvenile crime statistics and the results of school violence survey were referenced. Through these things, the justification for improving the role of guiding perpetrators, protecting and supporting victims, and preventing victims from becoming perpetrators in connection with the local community were derived as a member of the restorative justice. In the mid-term to long-term, as a member of CYS-net it is emphasized that school police officers should become a symbol of public confidence while being wary of the social widening-net and suggested in detail areas of competency, such as selecting program referral issues and monitoring whether agreements are implemented. In addition, a plan to improve human resources and organizational culture at the level of police agency was also proposed to support these.

2022년은 학교전담경찰관이 출범한지 10년이 되는 해이다. 2012년 성역(聖域)으로 여겨졌던 학교현장에 학교폭력 근절의 기치를 걸고 들어간 그들은 2019년 회복적 경찰 활동시범운영과2021년 자치경찰제 시행에따라시대의요구에 적합한역할변화를모 색해야 할 시점이 되었다. 하지만 이와 관련한 논의나 연구는 사실상 이루어지지 못하 였기에 본 연구에서 필요성을 제기하고 역할의 전향적인 변화를 탐색하였다. 이를 위하여 학교전담경찰관 제도 개선방안, 청소년 문제에 관한 접근과 문제 해결 방식, 지역 공동체의 의미와 역할, 회복적 사법의 적용 방안 등 다양한 주제와 관련된 선행연구를 분석하고, 소년범죄 통계, 학교폭력 실태조사 결과 등을 참고하였다. 이를 통해 범죄억제 중심에서 탈피해 회복적 사법의 일원으로 지역 공동체와 연계 한 가해소년 선도, 피해소년 보호·지원, 피해자의 가해자화 방지 등을 위한 역할 개선 당위성을 도출하였다. 중·장기적으로는 CYS-net의 구성원으로 사회통제망의 확대를 경계하면서 공신력의 상징으로 자리잡아야 함을 강조하고 프로그램 회부 사안의 선정, 합의사항 이행여부의 모니터링 등 역량 집중영역을 세부적으로 제언하였다. 그리고 이 를 뒷받침하기 위한 경찰 조직 차원의 인사 및 조직문화 개선안도 제시하였다.
