Now is the beginning of the implementation of the autonomous policing system. However, it is difficult to feel the change. Although various administrative and institutional discussions are active, local residents are rarely seen. In fact, it seems that issues that should have been completed before the autonomous policing was launched are now being discussed. It is somewhat questionable whether the intentions of local residents are reflected in the operation of the autonomous police system and whether the public security policy desired by the local residents is being prepared and implemented. In the case of the United States, historically, the autonomous policing centered on local governments, which are independent of the federal government, has been operated, and there are areas that South Korea can refer to in order to strengthen public safety and cooperation networks. Although, there has been a lot of interest in the policing of the U.S, the focus has been mainly on the structural aspects of the autonomous police system. On the other hand, detailed discussions about the operation of the U.S. autonomous police were rare. As the first year of the autonomous policing, it is necessary to explore the local policing based on “grass-roots” democracy. Of course, at the present time, it is still too early to evaluate the autonomous police system in South Korea. This is because it has been only half a year since the autonomous police system was implemented, and there are still many restrictions in many aspects. Fortunately, our police system is already well-received worldwide in many ways. It maintains a fairly stable policing, and the rate of unsolved cases of major violent crimes is close to zero. It is necessary to establish a more democratic and transparent South Korean-style autonomous police system by referring to the experience of the U.S.

자치경찰제 시행 초기인 현재, 변화를 체감하기 어렵다. 여러 행정적·제도적 논의들 이 활발하지만, 지역주민들은 좀처럼 보이지 않는다. 자치경찰제가 출범하기 전에 이미 완비되었어야 할 문제들이 이제야 본격적으로 논의되고 있는 듯하다. 자치경찰제 운영 에 있어 지역주민의의사가얼마나반영되는지, 지역주민들이 희망하는 치안 정책이 마 련·추진되고 있는지는 다소 의문이다. 미국의 경우 역사적으로 연방정부와 독립된 기초자치단체 중심의 자치경찰제가 운 영되어 온 나라로서, 시민 안전 및 협력 네트워크 강화를 위해 우리나라가 참고할만한 부분들이 확인된다. 그동안 미국의 자치경찰제에 대해서 관심 많았지만, 주로 자치경찰 제의 형태적·구조적 측면에 초점이 맞추어져 왔다. 반면, 미국 자치경찰의 운영에 대한 구체적인 논의는 드물었다. 자치경찰제의 원년으로서, 지방분권을 통한 주민밀착형 풀 뿌리 치안의 구체적 방향을 모색해볼 필요가 있다. 물론 현재 시점에서 우리나라 자치경찰제에 대한 평가는 아직 시기상조이다. 자치경찰제가 시행된 지 이제 반년 밖에 되지 않았고, 여러 측면에서 아직 제약이 많기 때문 이다. 다행히 우리 경찰제도는 여러 측면에서 이미 세계적으로 좋은 평가를 받고 있다. 상당히 안정적인 치안을 유지하고 있으며, 주요 강력범죄의 미제 사건 비율은 거의 제 로에 가깝다. 자치경찰의 역사적 토대를 갖춘 미국 경찰제도의 변화와 사례를 통하여 보다 민주적이고 투명한 한국형 자치경찰제도를 정립하는데 참고가 되기를 희망한다.
