This study was conducted to derive the information activity development plan of the Korea Coast Guard, a maritime counter-terrorism agency under the Anti-Terrorism Act , in relation to information activity, which can be said to be the most important factor in maritime counter-terrorism activities. By reviewing the relevant laws regulating maritime counter-terrorism information activities, the legislative gap was identified, and by comparatively researching maritime counter-terrorism information activities of advanced maritime countries such as the United States, Canada, and Japan, and deriving implications, the development of counter-terrorism information activities of the Korea Coast Guard referenced in the room. In advanced maritime countries, the Coast Guard are given the authority to collect information as a national security agency and a member of the national intelligence community, and play a pivotal role in counter-terrorism at sea. This foreign system proves that although the Korean Coast Guard is a counter-terrorism agency in name and reality under the Anti-Terrorism Act , the corresponding legal authority is relatively weak. In this study, emphasizing that in order to normally carry out the maritime terrorism prevention responsibilities assigned to the Coast Guard, the authority to collect information in all areas related to the sea must be secured, focusing on maritime counterterrorism information collection and information sharing.

이 연구는 해양 대테러 활동에 있어서 가장 중요한 요소의 하나라고 할 수 있는 정보활동과 관련하여, 테러방지법 상 해양 대테러 기관인 해양경찰청을 중심으로 발전방안을 도출하기 위하여 수행되었다. 해양 대테러 정보활동을 규정하고 있는 관련 법률을 검토하여 입법상의 공백을 확인하였으며, 미국·캐나다·일본 등 해양선진국의 해양 대테러 정보활동을 비교 연구 하고 시사점을 도출, 우리나라 해양 대테러 정보활동 발전방안에 참고하였다. 해양 선진국들은 해양경찰이 국가안보기관이자 국가정보공동체의 일원으로서 막 강한 정보수집 권한을 부여받고, 해양 대테러에 있어서 중추적인 역할을 하고 있다. 이러한 외국의 제도는 우리나라 해양경찰이 테러방지법 상 명실상부한 대테러 기관 임에도 이에 상응하는 법적 권한이 상대적으로 미약한 현실과 대조된다. 이 연구를 통하여 해양테러 예방책임을 성공적으로 수행하기 위해서는 해양과 관 련된 모든 분야에 대한 정보수집 권한이 확보되지 않으면 안 된다는 점을 강조하고, 해양 대테러 정보수집 및 정보공유를 중심으로 발전방안을 제시하였다.
