Purpose of this study is to identify occupational regulatory characteristic for each national technical qualification and to seek a desirable development direction for occupational regulation of national technical qualifications. To this end, a total of 212 individual laws and regulations governing national technical qualifications were classified by law level, utilization type and subject, and than cross-sectional analysis of regulatory benefits and costs was conducted based on four types of Wilson's regulatory politics. As a result of this study, regulations on national technical qualifications were concentrated on type D, where costs and benefits were concentrated, and it was found that this tendency was strengthened with the passage of time. Accordingly, the following implications were drawn in this study. First, it is necessary to break away from the shield of national technical qualification and to strengthen self-reliance as a vocational qualification. Second, the legal basis should be laid so that national qualifications such as national professional qualifications, national technical qualifications, and Apprenticeship qualification can develop together. Third, efforts to strengthen the legal basis commonly applied to national technical qualifications and efforts to develop professional regulations suitable for the characteristics of individual qualifications should be made together.

이 연구의 목적은 개별 국가기술자격에 대한 각각의 직업적 규제 특성을 파악하고 이를 유형화하여, 국가기술자격에 대한 직업적 규제에 대한 바람직한 발전 방향을 모색하는 것이다. 이를 위해 국가기술자 격을 규율하는 총 212개 개별 법령을 규율 내용을 법령 수준, 활용 유형, 주체별로 구분한 후, Wilson의 규제정치 4가지 유형을 토대로 규제 편익과 비용에 대한 횡단 분석을 실시하였다. 또한, 국가기술자격을 대상으로 시간의 흐름에 따른 법적 우대사항 재·개정 누적현황을 파악하기 위해 종단 분석도 실시하였 다. 분석 결과, 이 연구에서는 국각기술자격에 대한 규제가 비용과 편익이 집중된 D유형에 집중되어 있 으며, 시간의 흐름에 따라 이러한 경향성은 강화되는 것으로 나타났다. 이에 이 연구에서는 다음과 같은 시사점을 도출하였다. 첫째, 국가기술자격이라는 보호막을 벗어나서 직업자격으로서 자생력 강화가 필요 하며, 둘째, 국가전문자격, 국가기술자격 그리고 일학습병행자격과 같은 국가자격이 함께 발전할 수 있 도록 법적 토대를 정비해나갈 필요가 있으며, 셋째, 국가기술자격 공통적으로 적용되는 법적 토대를 강 화하는 노력과 개별 자격의 특성에 맞는 직업적 규제를 발전시켜 나가는 노력을 함께 병행해나갈 필요 가 있다.
