In 780, Charlemagne granted the ‘aprisio ’(the conferred wasteland on condition of reclamation) to the Goths who had flowed into the Frankish territory to escape Islamic rule and settled them. By establishing a quasi lord-vassal relationship with them, he wanted to forge the royal authority in the frontier area far from the central area of the empire. To this end, he guaranteed ownership of the aprisio, granted an immunity to the land, and prohibited the count's illegal encroachment. Louis the Pious elaborated and firmly established the aprisio system. While specifying the duties of the aprisio holders, he granted them not only economic privileges but also judicial ones, and strongly regulated the count's abuse of power by defining ownership of the land more clearly. Also, he circulated the copies of the edicts and tried to protect the small aprisio holders from the tyranny of the local power. Charles the Bald recognized the inheritance of the aprisio possessors, reduced their duties, and added provisions that strengthened economic and judicial privileges to keep the count's power in check.
