This study suggests the concept of Community cultural capacity as the theoretical framework to evaluate the local cultural status of a city. Community cultural capacity is a relational framework composed of institution, market and citizen capacity. A total 13 variables are gathered into three capacities, which were analyzed by Fuzzy-set qualitative comparative analysis to evaluate community cultural capacity of the districts in Seoul city. The ideal types driven from the analysis are 8 – cluster, cultural generation, institution-based, market-based, institution-centered, market-centered, citizen-centered, and deactivation. The overall level of community cultural capacity of Seoul city is low. The cluster type includes Gangnam, Mapo, Seocho, Seongdong, and Youngdeungpo districts. This study is aimed for developing a model of local cultural index. From the analysis, the study tells that commuity cultural capacity can be generated when all three capacities synthetically constructed.

이 연구는 도시의 지역문화 수준을 측정하기 위한 이론적 틀로 지역문화역량 (Community Cultural Capacity)을 제안하였다. 지역문화역량은 제도, 시장, 시민역량 의 세 영역이 유기적으로 연결된 관계적 프레임을 의미한다. 세 가지 역량을 총 13 개의 변수로 구성하고, 퍼지셋 질적비교분석 방법을 활용해 서울시 자치구의 지역 문화 수준을 측정하고 유형화를 시도하였다. 세 가지 역량이 교차해 만들어지는 퍼 지셋의 이념형은 총 8개로, 클러스터형, 문화생산형, 제도기반형, 민간주도형, 제도 역량형, 시장역량형, 시민역량형, 활성화형이다. 분석 결과, 서울시 자치구의 지역 문화역량은 전반적으로 낮은 수준이며, 세 영역이 모두 충족된 클러스터형은 강남 구, 마포구, 서초구, 성동구, 영등포구로 나타났다. 이 연구는 지역문화 수준을 측정 하는 지역문화지표 모델의 개발을 목적으로 한 것으로, 세 역량이 모두 충족될 때 지역문화역량이 종합적으로 구축될 수 있다는 점을 제안하였다.
