The clash that occurred in China and Korea in July 1931 is called the Wanbaoshan Incident in a broad sense. In the previous study, which concluded that the background or cause of the Incident was the conflict of nationalism, how did the nationalist movement that dominated China at this time affect the northeast region and what form the anti-Japanese nationalist movement developed in the northeast? did not pay attention to with this awareness in mind. this article examines the organization and activities of the Liaoning National Diplomatic Association, which played a central role in the anti-Japanese nationalist movement in the northeast before and after the Wanbaoshan Incident. The Association for Foreign Relations, which was launched with the slogan of 'to seek freedom and equality in China and maintain international peace through the method of national diplomacy,' emphasizes popular and international propaganda, studies policies to respond to enemy economic aggression, serves as a supporter of government diplomacy, and promotes public diplomacy education. He set up a work mission and worked hard to realize it. For the purpose of 'people and international propaganda', 『國民外交周報』 was founded. The fact that a private organization in the northeast periphery independently published a newspaper to widely publicize their claims is a remarkable part of the history of the Chinese nationalist movement. What is noteworthy about the organizational characteristics of the diplomatic association is that the proportion of officials is high. This shows that the Diplomatic Association has had the character of a government-related organization to some extent since its inception. The actual activities of the Diplomatic Association also took a stand in defending the education system and the Northeast authorities. This is also another characteristic of the diplomatic association that is different from the anti-Japanese movement groups in the area.

1931년 7월 중국과 한국에서 발생한 한·중·일 삼국민 간의 충돌사건을 넓은 의미의 만보산사건이라 칭한다. 만보산사건의 발생 배경 혹은 원인을 민족주의의 갈등과 충돌로 결론지은 그간의 연구에서는 이 무렵 중국을 풍미했던 민족주의운동이 동북지방에 어떤 영향을 미쳤고, 동북에서의 반일 민족주의운동이 어떤 형태로 전개되었는지에 대해서는 주목하지 않았다. 이런 문제의식을 갖고 이 글은 만보산사건 전후 동북에서의 반일 민족주의운동을 창도하고 중심적인 역할을 담당하였던 요녕국민외교협회의 조직과 활동에 대해 살펴보았다. ‘국민외교의 방법으로 중국의 자유평등을 구하고 국제평화를 유지한다’는 종지로 출범한 외교협회는 민중 및 국제선전 중시, 적의 경제침략에 대응할 정책 연구, 정부 외교의 후원자 역할, 국민 외교교육 촉진 등 공작임무를 정하고 그 실현을 위해 노력하였다. ‘민중 및 국제선전’을 위해 『國民外交周報』를 창간하였다. 동북 변방의 일개 민간단체가 독자적으로 기관지를 발행하여 자신들의 주장을 널리 선전하였다는 사실은, 중국 민족주의운동사에서 특기할만한 부분이 아닐 수 없다. 외교협회의 조직특성에서 주목되는 것은 관원들의 비중이 높다는 것이다. 이는 외교협회가 출범 당시부터 어느 정도 관변단체의 성질을 띠고 있었음을 보여준다. 외교협회의 실제 활동도 張學良과 동북당국을 옹호하는 입장을 보였고, 장학량 역시 외교협회의 활동을 적극 지지하고 지원하였다. 이 점 역시 관내의 반일운동단체와는 다른 외교협회의 또 다른 특징이라 하겠다.
