Korea is entering a super-aged society, and the problem of elder abuse is occurring in proportion to the increase in the number of elderly people. Therefore, the purpose of this study is to suggest the role of the police in preventing and responding to elder abuse. The research method analyzed the current status of elder abuse and police activities through statistics and press releases from national agencies such as the National Police Agency. Analyzing the current status of elder abuse, first, elder abuse occurs overwhelmingly in the home. Second, overlapping abuse cases of two and more types occurred the most, and in terms of type, physical abuse and emotional abuse accounted for the largest proportion compared to other abuse. Police activities in response were divided into prevention and response. In prevention, intensive reporting period of elder abuse, prevention education for the elder abuse, and joint inspection of elder abuse were conducted. And in response, investigation, temporary measure, protective measure were taken. The analysis of problems with the role of the police is as follows. First, the investigation of elder abuse was not specified as an autonomous affair. Second, there was a very lack of manpower for the anti-abuse police officer. Third, it was difficult to grasp the abuse situation. Therefore, as a way to improve the role of the police, I would like to suggest as follows. First, the investigation of elder abuse should be specified as autonomous affairs. Second, it is necessary to increase the number of the anti-abuse police officer and establish an investigation team dedicated to elder abuse. Third, contact with the elderly should be strengthened during local patrols. The limitations of this study are as follows. First, since most of the data related to the elderly are cited by the Ministry of the Health and Welfare, empirical studies related to elder abuse are needed. Second, it is necessary to discuss the police’s post-prevention in detail.

우리나라는 초고령화 사회로 진입하고 있으며 노인학대 문제는 노인 수의 증가에 비례하여 발생 하고 있다. 따라서 이 연구는 노인학대 예방 및 대응에 대한 경찰의 역할을 제언하는 것이 목적이 다. 연구방법은 경찰청 등 국가기관의 통계자료 및 보도자료 등을 통해 노인학대의 현황, 경찰의 활 동 등을 분석하였다. 노인학대 현황을 분석해보면 첫째, 노인학대는 가정 내에서 압도적으로 많이 발생하고 있다. 둘째, 학대피해는 2가지 이상의 중복학대가 가장 많이 발생했으며, 유형 상 신체적 학대, 정서적 학대가 다른 학대에 비해 가장 많은 비율을 차지하고 있었다. 이에 대응한 경찰의 활동은 예방과 대응으로 구분되었다. 예방에서는 노인학대 집중신고기간 운영, 노인학대 예방교육 실시, 노인학대 합동점검이 이루어졌고, 대응에서는 수사, 임시조치, 보호조치가 이루어 졌다. 경찰의 역할에 대한 문제점 분석은 다음과 같다. 첫째, 노인학대 수사 사무가 자치사무로 명시되 어 있지 않았다. 둘째, 학대전담경찰관의 인력이 매우 부족하였다. 셋째, 학대정황 파악이 어려웠다. 따라서 경찰의 역할에 대한 개선방안으로는 다음과 같이 제언하고자 한다. 첫째, 노인학대 수사사무 를 자치사무로 명시하여야 한다. 둘째, 학대전담경찰관 증원 및 노인학대 전담 수사팀 신설이 필요 하다. 셋째, 지역 순찰시 노인접촉을 강화하여야 한다. 이 연구의 한계점은 다음과 같다. 첫째, 노인과 관련한 자료를 대부분 보건복지부 자료를 인용했 기 때문에 노인학대와 관련한 실증연구가 필요하다. 둘째, 경찰의 사후예방에 대해 세세한 논의가 필요하다.
