With the increase of foreign residents, the number of people acquiring Korean nationality is increasing, and long-term residents such as permanent residence are also increasing. As a result, the number of families staying with children is increasing, and the number of foreign residents residing in Korea is also gradually increasing. Children of foreign residents can be classified into two main types. One is a child of an international marriage family, with a high proportion of Korean-born and Korean nationality. On the other hand, another type is children staying with foreign residents. Most of the children staying with foreign residents, classified as migrant youths, were born abroad, and a high percentage of them retain their foreign nationality. However, in the case of Korean society, the proportion of children of ethnic Koreans is high in the proportion of children of foreign and multicultural children. It is characterized by a high proportion of ethnic Korean children in both domestic and foreign-born types. For this reason, the target of multicultural education policy includes multicultural children, children of foreign residents, and children of ethnic Koreans. Schools with a high ratio of multicultural children, children of foreign residents and ethnic Korean children are designated and operated as multicultural policy schools. This study is based on the analysis of four schools designated as multiculture research schools in 2019 among the multicultural policy schools in Seoul. The four schools are Daedong Elementary School in Daelim-dong, Yeongdeungpo-gu, Guro Middle School in Guro-dong, Chungmu Elementary School in Jangchun-dong, Jung-gu, and Gwanghee Elementary School in Shindang-dong, Jung-gu. This study examines the characteristics of foreign and multicultural students, the proportion and regional characteristics of ethnic Korean children, and the current status of research schools in these four research schools.

외국인 주민의 증가와 함께 한국 국적 취득자가 늘고 있으며, 영주 자격 등 장기 거주자 또 한 증가하고 있다. 이로 인해 자녀 동반 가족 체류가 늘어나고 있으며 한국에 정주하는 외국 인 주민 또한 점차로 증가하고 있다. 외국인 주민 자녀는 크게 두 가지 유형으로 분류할 수 있다. 하나는 국제결혼가정의 자녀 로 한국 출생 및 한국 국적 비율이 높다. 반면에 또 다른 유형으로는 외국인 주민의 동반 체 류 자녀가 있다. 중도입국자녀라는 용어로 분류되는 외국인 주민 동반 체류 자녀는 대다수 가 외국에서 출생하였으며, 현재 외국 국적을 유지하는 비율 또한 높다. 그런데 한국사회의 경우 외국인·다문화 자녀의 비중에서 동포 자녀 비중이 높다. 국내 출생자, 그리고 외국에서 출생하여 국내 거주하는 유형 모두에서 동포 자녀 비중이 높다는 특징이 있다. 이로 인해 다문화 교육정책의 대상은 다문화 자녀와 외국인 주민 자녀, 그리고 동포 자녀까지 포괄하고 있으며, 다문화 자녀와 외국인 주민 자녀, 동포 자녀 비율이 높은 학교의 경우 다문화 정책학교로 지정되어 운영되고 있다. 이에 본 연구에서는 서울 지역 2019년도 다문화교육 연구학교로 지정된 영등포구 대림동 의 대동초등학교, 구로구 구로동의 구로중학교, 중구 장춘동의 충무초등학교, 그리고 중구 신당동의 광희초등학교를 분석 대상으로 삼고 있으며, 이들 4개 연구학교의 외국인 및 다문 화 학생 특성, 동포 자녀의 비율과 지역 특징, 연구학교 운영 현황 등을 살펴보고 있다.
