This study analyzes the current status of female candidates and elected candidates after the introduction of the compulsory women nomination system for local councils and confirms the effectiveness and limitations of the system. As a result, first, despite the compulsory women nomination system, there were 13 to 96 constituencies for the National Assembly members, who did not register female candidates from major political parties in each election, indicating that this system was poorly operated. Second, looking at the recent elections alone, the Incheon Metropolitan City Council and 51 Gu/Si/Gun basic councils were identified as the parliaments in which women members still exist only in proportional representation seats, and among them, 34 basic councils appeared the same three times in a row. Third it was confirmed that the Gu/Si/Gun basic Councils showed a tangible effect on the increase in the proportion of female members in the local council, while the metropolitan/provinced council had less influence than the Gu/Si/Gun basic councils. In a situation in which it is difficult to expect effectiveness of women political participation only with the quota system for women due to the limitation of the member of proportional representation seats, which is only 10/100 of the seats in the local councils under the current system, it is effective to expand the representation of women through the mandatory women nomination system in constituencies. However, as the current system has many mechanisms for reforming the system, such as the exclusion of the country council or the exclusion of registration nulity, the systemic supplementation of the compulsory women nomination system is necessary.

본 연구는 지방의회 지역구 여성의무공천제 도입 이후 여성 후보 및 당선자 현황을 분석 하여 제도의 효과 및 한계를 확인하였다. 그 결과 첫째, 여성의무공천제가 있음에도 주요 정당의 여성 후보 등록이 이루어지지 않은 국회의원 지역구는 각 정당별로 매회 선거마다 13개에서 96개까지 확인되어 본 제도가 부실하게 운영됨을 알 수 있었다. 둘째 최근 선거 만 보더라도 여전히 비례대표의석에만 여성의원이 존재하는 의회는 인천광역시의회와 51 개의 구·시·군 기초의회로 확인되었고, 이 중 34개의 기초의회는 3회 연속 동일하게 나타났 다. 셋째 지방의회 구·시·군 기초의회는 여성의원 비율 증가에 가시적 효과를 보인 반면, 시·도 광역의회는 구·시·군 기초의회에 비해 제도의 영향이 적었음을 확인하였다. 현행 제도상 지방의회 의석의 100분의 10에 불과한 비례대표 의석수의 한계로 비례대표 의 여성할당제만으로는 여성정치참여의 효과성을 기대하기 어려운 상황에서 지역구 여성 의무공천제를 통해 여성의 대표성을 확대해 나가는 것이 유효하다. 그러나 군의회 제외나 등록무효 예외 등 현행 제도의 형해화 기제가 많아 여성의무공천제의 제도적 보완이 필요 하다.
