The 10th Youth Alliance Congress was held in North Korea in April 2021. The Youth Alliance is the only popular political organization in which all young people aged 14 to 30 in North Korea join and operate. In the 10th Congress of the Youth Alliance, the name of the organization was changed from “Kim Il-sung-Kim Jong-il Youth League” to “Socialist Patriotic Youth League.” This paper aims to examine the change in the name of the North Korean youth alliance organization and analyze the political implications of the change. The revival of the term “socialism” in the name of the youth alliance organization can be seen as reflecting the content of the immediate national goal of “building a rich and civilized socialist society” presented at the 8th Congress of the Workers’ Party of Korea. The addition of “patriot” to the organization’s name can be linked to the anti-socialist and non-socialist phenomenons and struggles in North Korean society. The class itself is sensitive to new things and has an active personality for change. In response, the Youth Alliance can be analyzed as adding “patriot” to the organization’s name, reflecting its willingness to foster young people as “patriot youth” who have acquired socialist ideas and focus on socialist construction projects.

북한에서는 2021년 4월 청년동맹 제10차 대회가 개최되었다. 청년동맹은 북한의 14~30세 모든 청년들 이 가입하여 활동하는 유일한 대중적인 정치조직이다. 청년동맹 제10차 대회에서는 조직 명칭을 ‘사회주의 애국청년동맹’으로 변경하였다. 이 논문은 북한 청년동맹 조직 명칭 변화를 살펴보고, 이 변화가 가지고 있 는 정치적 함의를 분석하는 것을 목적으로 한다. 청년동맹 조직 명칭에 ‘사회주의’ 용어가 부활한 것은 조선노동당 제8차 대회에서 제시한 당면한 국가 목표인 “부강하고 문명한 사회주의사회 건설”의 내용을 반영한 것으로 평가할 수 있다. 조직 명칭에 ‘애국’이 추가된 것은 북한 사회의 반사회주의·비사회주의 투쟁과 연결시킬 수 있다. 청년이란 계층 자체가 새로운 것 에 민감하게 반응하고 변화에 적극적인 성격을 지닌다. 이에 청년동맹은 청년들을 사회주의 사상을 체득한 ‘애국청년’으로 육성하여 사회주의 건설 사업에 매진하자는 의지를 반영하여 조직명에 ‘애국’을 추가한 것으 로 분석할 수 있다.
