The purpose of this study is to look back on the northern policy Initiative promoted with the beginning of the Moon Jae-in government, to consider future directions and practical tasks, and to seek sustainable and future-oriented development plans. In conclusion, the Moon Jae-in administration's initiatives have hardly yielded results, now faint, and the policies that are being implemented are either drifting or not receiving much attention. In the future, the South Korean government should take this as a lesson and consider the following few things when designing northern policy. First, at the multilateral summit, leadership should be exercised to take the initiative related to the Northern Policy Initiative and to induce interest and participation from the U.S. and other countries in the region. Second, considering North Korea's variables, it is necessary to seek the framework of economic cooperation that bypasses North Korea in addition to multilateral economic cooperation in which North Korea directly participates. And through this, We should establish various types of mini-multilateral cooperation platforms. Third, the details related to economic benefits should be examined prior to the policy promotion. If economic logic is excluded by prioritizing political logic, conflicts may occur in the policy implementation process. And this can be lead to social division. In order to secure the justification for policy implementation, that is, the necessity of policy promotion, economic benefits must be supported.

본 연구는 문재인 정부 출범과 함께 추진된 북방정책 구상을 되돌아보고, 앞으로 북방정책이 나아갈 방향 과 실천과제를 고민하는 한편, 지속가능하고 미래지향적인 발전방안을 모색하는데 그 목적이 있다. 결론적 으로 현 정부의 구상은 이제 존재조차 희미하며, 시행되고 있는 정책들도 표류 중에 있거나 큰 주목을 받지 못하고 있는 게 사실이다. 향후 우리정부는 이를 교훈 삼아 북방정책을 구상할 때 다음과 같은 최소한의 몇 가지를 고려해야 한다. 첫째, 다자간 정상회의에서 북방정책 구상과 관련한 이니셔티브를 주도적으로 선점 하고, 미국을 비롯한 역내외국의 관심과 참여를 유도할 수 있도록 리더십을 발휘해야한다. 둘째, 북한변수를 고려하여 북한이 직접 참여하는 다자간 경제협력 외에도 북한을 우회하는 경제협력의 틀을 함께 모색해야 하며, 이를 통해 다양한 형태의 소다자주의 협력 플랫폼을 구축할 필요가 있다. 셋째, 정책추진에 앞서 경제 적 실익과 관련한 사항들을 구체적으로 검토해야한다. 정치논리를 우선시하여 경제논리를 배제하면 정책추 진 과정에서 충돌이 발생하여 사회분열로 진작될 수 있다. 정치적 실리, 즉 정책추진의 당위성을 확보하기 위해서는 경제적 실익이 뒷받침 되어야 한다.
