This study reviews「Pharmaceutical Strategy for Europe」which the European Committee published in November, 2020. The EC aims to revise EU’s pharmaceutical legislation based on the recommendations of the Strategy by the end of 2022. The Strategy indicates challenges which the European pharmaceutical system faced and makes recommendations. The Strategy seeks to ensure patients’ accessibility to quality and safe medicines, while boosting global competitiveness and innovation of European pharmaceutical industry. It also stressed enhancing resilience of the system. The Strategy proposes flagship initiatives and actions which covers a wide spectrum of regulation and policies including R&D, intellectual property rights, health technology assessment, procurement, price, market competition. 이 논문은 2020년 11월 유럽위원회가 발표한「유럽의약품전략」의 주요 내용을 정리하고 국내 시사점을 제 시하였다. 유럽위원회는「유럽의약품전략」의 제안사항을 바탕으로 2022년 말까지 유럽의약품법률을 개정하는 것을 목표로 추진하고 있다.「유럽의약품전략」에서는 현재 의약품체계가 직면한 도전과제를 적시하고 이를 해결하기 위 한 목표를 설정하였으며 향후 착수해야 할 활동을 제시하고 의약품법률 개정을 요구하였다.「유럽의약품전략」에서 제시한 의약품체계의 핵심 목표는 환자의 미충족 필요 해결과 접근성, 의약품산업의 경쟁력과 혁신, 의약품체계의 복 원력으로 요약된다. 이러한 목표를 중심으로 연구개발에서부터 규제정책, 지적재산권, 의료기술평가, 구매, 가격 시장 경쟁에 이르는 넓은 스펙트럼의 정책과제를 제안하였다. 유럽의약품체계가 마주한 환경과 도전과제는 우리나라에도 마찬가지로 적용되며, 유럽의약품전략의 내용과 이후의 법률 개정은 국내 의약품 규제체계에도 중요한 시사점을 제공한다.
