In this study, we tried to analyze the effect of Y-Pay, which was introduced on April 22, 2019. First, by estimating the effect of increasing total sales of small business owners in Yongin due to Y-Pay, we analyzed the effect of Y-Pay's revitalization of the local economy. Second, we analyzed the decrease in income gap between stores with annual sales of more than 1 billion won and stores with less than 1 billion won, and it derived the possibility of win-win development among small business owners in Yongin City. Our findings show that, comparing to the effect of the increase in discount rate, when Y-Pay is abrogated, sales of stores with annual sales of more than 1 billion won demonstrate bigger fluctuations, and it results in more net loss if the increase of the discount rate is made. In conclusion, the introduction of Y-Pay can contribute to social fairness, and we can argue that there will be a possibility of win-win development between stores with sales of more than 1 billion won and stores with less than 1 billion won. However, the introduction of Y-Pay might reduce social welfare at city level due to the overall increase in total sales of small business owners.

본 연구에서는 2019년 4월 22일에 도입된 용인와이페이의 성과를 분석하고자 하였다. 첫째, 용인와이페이로 인한 용인시 소상공인 총매출액 증대효과를 분석하여, 용인와이페 이의 지역경제 활성화 효과를 분석하였다. 둘째, 연매출액 10억원 이상 점포와 10억원 미 만 점포간의 소득격차 감소 분석을 통하여 용인와이페이로 인하여 용인시 소상공인들 간 에 상생발전 가능성을 분석하였다. 분석 결과, 용인와이페이 폐지 및 할인율 상향에 따른 연매출액 10억원 이상 점포의 매출액은 용인와이페이가 폐지될 경우(매출이 8.86% 증가)가 할인율이 상향될 경우(매 출이 6.96% 감소)보다 변동폭이 크게 나타나 연매출액 10억원 이상 점포는 용인와이페이 할인율 상향으로 인해 순손실이 발생한 것으로 해석할 수 있다. 결론적으로 용인와이페이 도입은 사회적 공평성에 기여한 것으로 볼 수 있으며, 매출 액 10억원 이상 점포와 10억원 미만 점포 간의 상생발전을 가능하게 할 것으로 볼 수 있 다. 그러나 용인와이페이의 도입으로 인해 용인시 소상공인 전체의 총매출이 감소되어 사회적 후생은 감소할 가능성이 있음을 시사하고 있다.
