The local economy is facing serious difficulties as the prolonged economic stagnation, population cliff, local extinction, and the Covid-19, added recently. As the perception that the best way to solve local economic problems is that creating decent jobs is spreading, not only the Ministry of Employment and Labor, the existing ministry responsible for job creation, but also the Ministry of Public Administration and Security have actively promoted job projects. Among the job-related projects being implemented by the Ministry of Public Administration and Security, the representative project is the community enterprise fostering project, and the implementation guidelines are responsible for the standard role of project implementation. However, the general evaluation in the field is that, unlike the superficial performance of the community enterprise project, the effectiveness is not high due to various deficiencies in the implementation guidelines. Therefore the requirements, operating entities, and educational contents of community enterprises have been analyzed from the guidelines for the community enterprise development project and the examination results of the enterprises applying for the 「2021 new village enterprise designation」in this study. Based on the results of the analysis, among the implementation guidelines, the community enterprise designation requirements, the community enterprise type, and the improvement plan for the education part were suggested in order to increase the efficiency of the community enterprise project. At the same time, the necessity of expanding the projects area and business area of Community enterprise project was suggested.

장기간 지속된 경기침체에 인구절벽, 지방소멸, 그리고 최근 코로나19까지 더해지면서 지역경제는 심각한 어려움에 직면하고 있다. 지역경제 문제해결을 위한 최선의 방안이 양질의 일자리를 창출하는 것이라는 인식이 확산되면서 기존의 일자리 주무부처인 고용 노동부뿐만 아니라 행정안전부에서도 일자리 사업을 적극 추진하게 되었다. 행정안전부에서 실시중인 일자리 관련 사업 중 대표적인 사업이 마을기업 육성사업이 며, 사업시행의 기준 역할은 시행지침이 맡고 있다. 그러나 시행지침의 여러 가지 미비점 으로 마을기업 사업의 표면적 성과와는 달리 실효성이 높지 않다는 것이 현장에서의 일 반적인 평가이다. 이에 본 연구에서는 지금까지의 마을기업 육성사업 시행지침과 「20201년 신규 등 마 을기업 지정」신청기업들의 심사결과에서 마을기업의 요건과 운영주체, 교육내용 등을 분석하였다. 분석결과를 바탕으로 마을기업 사업의 효율성 증대를 위한 시행지침 내용 중 마을기업 지정요건, 마을기업 유형, 그리고 교육부분의 개선방안을 제시하였다. 동시 에 마을기업 사업 지역과 사업영역의 확대 필요성을 제안하였다.
