The purpose of this study is to find one of the causes of the delay or reversal of the historical reconciliation between Korea and Japan in the limit of the viewpoint of ‘responsible reconciliation’ and to provide a philosophical foundation for ‘Korea-Japan historical reconciliation 3.0’ in terms of ‘inclusive reconciliation’. Responsible reconciliation through ‘politics of apology and forgiveness’ is based on political responsibility that sees reconciliation as a process that continues in political space. However, reconciliation based on ‘politics of apology and forgiveness’ in Korea-Japan relations has resulted in reducing the political space and blocking the reconciliation process by focusing on legal responsibility, not political responsibility. This article argues that it is time to restore the reconciliation process through ‘politics of embrace’ and move on to a deeper relationship through the healing of both victims and perpetrators.

이 글의 목적은 한일 역사화해가 지체 혹은 역행하고 있는 원인 중 하나를 ‘책임론적 화해’ 관점이 지니는 한계에서 찾고, ‘포용론적 화해’ 관점에서 ‘한일화해 3.0’을 위한 철학적 토대를 모색하는 것이다. ‘사죄와 용서의 정치’를 통한 ‘책임론적 화해’는 화해를 정치적 공간에서 지속되는 과정으로 바라보는 정치적 책임에 기초한 관점이다. 그러나 한일 관계에서 ‘사죄와 용서의 정치’에 기초한 화해는 정치적 책임이 아니라 법적 책임이 중심이 됨으로써 오히려 정치적 공간을 축소하고, 화해 과정을 가로막는 결과를 가져왔다. 이 글은 ‘포용의 정치’를 통해 중단된 화해 과정을 복원시키고, 피해자와 가해자 모두의 치유를 통해 보다 깊어진 관계로 나아가야 할 시점에 와 있음을 주장한다.

この論文の目的は、日韓における歴史和解の遅滞や逆行の原因の一つを「責任論的和解」という観点が持つ限界に求め、「包容論的和解」の観点から「日韓和解3.0」に対する哲学的基礎を模索することである。「謝罪と許しの政治」を通じた「責任論的和解」とは、和解を政治的空間における持続的過程とする政治的責任に基づく観点であった。しかし、日韓関係における「謝罪と許しの政治」に基づいた和解は、政治的責任ではなく法的責任が中心となったことで、むしろ政治的空間を縮小し、和解過程に妨げになった結果をもたらした。 この論文は「包容の政治」に基づいて、中断された和解過程を取り戻し、被害者と加害者の両方の治癒を通じてより深い関係を築くべき起点であることを主張する。
