The purpose of this study was to explore the various strengths, difficulties, and influences in the experiences of North Korean migrant youths to understand the characteristics of their competencies and to derive suggestions for the social integration policies and services. Through face-to-face interviews with a total of 10 youths, the competencies of North Korean youths were analyzed in terms of ‘lifelong learning competencies, life management competencies, career development competencies, interpersonal relationship competencies, and social participation competencies’. Their “capacity and strength” of North Korean youths was being reconstructed from their life in North Korea, their experience in defection process from North to South, and their life in South Korea comprehensively. This study from the social integration perspective unified the meaning of entire life experiences of North Korean youths in South Korea to promote their positive motives and competencies in a new world. It was suggested to rebuild the policies and services that focuses on the needs of North Korean youths, and allows them to make a decision to select necessary services.

본 연구는 탈북청소년이 가진 다양한 강점과 어려움 등 생애경험을 반영한 역량 특성을 탐색하고 그들의 사회통 합을 위한 지원 정책과 서비스를 발전시킬 수 있는 제언을 도출하고자 하였다. 총 10명의 탈북청소년을 면대면 인터뷰를 통해서 탈북청소년의 역량을 생애학습역량, 생활관리역량, 진로개발역량, 대인관계역량, 사회참여역량 의 범주로 분석하였다. 탈북청소년의 전 생애 경험을 통합하고 새로운 사회에서 긍정적인 동기와 역량으로 드러 날 수 있도록 고유한 역량의 의미를 드러내었다. 탈북청소년의 역량과 강점은 북한에서의 생활, 탈북결심과 실행 의 경험, 그리고 남한에서의 경험으로 부터 종합적으로 영향을 받으며 새롭게 구성되고 있었다. 역량을 기반으로 탈북청소년의 욕구에 초점을 맞춘 다양한 정책과 서비스를 개발하고, 당사자들이 필요한 서비스를 선택하고 결 정할 수 있는 지원체계 수립을 제안하였다.
