Immigration policy is emerging as a means to promote sustainable economic growth and competitiveness by solving the gap and mismatch in labor supply and demand due to the low fertility, aging population, and higher education. The problems of immigration policies to solve in these regards are the estimates of the appropriate number of immigrants, the settlement and social integration of foreigners based on enhancing human rights and multicultural acceptance, and the efficient governance to integrate and operate immigration policies scattered in various fields. Some of these problems must be solved preemptively or simultaneously. Accordingly, this paper tried to present basic policy measures to raise and solve these problems at a macroscopic level; why, who, and how much will be brought in (immigrant influx) the migrants concerning the demographic structure of Korea, how to manage, utilize, and socially integrate the immigrants (social integration), and how to effectively achieve immigration governance (Immigration administration) from the point of view.

저출산, 고령화로 인한 생산가능인구의 절대적인 감소와 고학력화로 인한 노동수급의 엇박자를 해결하고 지속적 인 경제성장과 경쟁력을 도모하기 위한 하나의 정책으로 이민정책은 매우 중요하다. 외국인 유입, 체류외국인에 대한 인권과 수용성 제고, 나아가 이들의 정착과 사회통합, 여러 부서로 산재해 있는 이민정책을 통합하고 효율 적으로 운용해야할 거버넌스 등이 해결해야할 기본적인 문제들로 더러는 선제적으로 혹은 동시적으로 해결해 나 가야 한다. 이에 본고는 이러한 문제와 관련해 거시적인 차원에서 문제를 제기하고 해결하기 위한 기본적인 정책 적 방안을 제시하고자 하였다. 즉 한국의 인구구조와 관련해, 왜, 누구를, 얼마나 데려올 것인가(이민자 유입), 유입된 이민자를 어떻게 관리, 활용하고 사회 통합할 것인가(사회통합), 이민 거버넌스를 어떻게 효율적으로 달 성할 것인가(이민행정)라는 관점에서 논의하고자 하였다.
