This study analyzed the process of selecting and utilizing digital welfare technology for community care in Sinan-gun. Theoretical discussions for analysis used context-based and journey maps. Unlike individual choices, most of the services selected by local governments are made in a socio-political context such as changes in government policy or changes in community conditions, so context factors were considered to supplement this part. The conclusions obtained through the analysis of digital-based community care projects in Sinan-gun were influenced by the government's policies and health conditions of local governments. In addition, the project was carried out in cooperation with public institutions and the private sector. Community care was able to succeed in areas where human and material resources were scarce because it actively utilized digital technology and built digital technology by utilizing the characteristics of the elderly's activities. However, it will be an important research task in the future that digital technology is negative for individual human rights and information protection, and ethical issues to solve these points can emerge.

본 연구는 신안군의 커뮤니티 케어에 디지털 복지기술이 선택되고 활용되는 과정에 대 해 분석하였다. 분석을 위한 이론적 논의는 맥락기반과 여정지도를 활용하였다. 자치단체 에서 선택하는 서비스는 개인의 선택과는 달리 정부 정책의 변화나 지역 사회 여건의 변화 와 같은 사회정치적인 맥락하에서 결정이 이루어지는 경우가 대부분이어서, 이러한 부분을 보완하기 위해 맥락요인을 고려하였다. 신안군의 디지털 기반 커뮤니티케어 사업 분석을 통해 얻은 결론은 정부의 정책과 자치단체의 보건 여건이 영향을 미쳤다. 또한, 사업은 공공기관과 민간이 함께 연계하고 협력하여 이루어졌다. 인적자원과 물적 자원이 부족한 지역에서 커뮤니티 케어가 성공할 수 있었던 이유는 디지털 기술을 적극적으로 활용한 것 이며, 노인의 활동 특성을 활용하여 디지털 기술을 구축했기 때문이다. 그러나, 디지털 기 술이 개인의 인권과 정보 보호에 부정적이며, 이러한 점을 해결하기 위한 윤리적 문제가 대두될 수 있다는 점은 향후 중요한 연구과제가 될 것이다.
