This study was conducted for the purpose of discovering policy implications by comparing and analyzing various basic statistics of Jeollabuk-do's finances with other cities and provinces. First, in order to objectively diagnose the financial condition of Jeollabuk-do, the budget size comparison and the revenue structure of Jeollabuk-do were analyzed. Second, statistical analysis was conducted to measure the degree of fiscal soundness of Jeollabuk-do. To this end, we calculated the degree of fiscal independence and fiscal independence as basic statistics for fiscal decentralization, and compared the current level of Jeollabuk-do with that of other provinces to understand the relative level of Jeollabuk-do's finances. In addition, the debt ratio and the balance of local bonds were analyzed to confirm the soundness of Jeollabuk-do's fiscal health. In addition, the implications of fiscal policy were derived by analyzing the correlation between the degree of fiscal independence and fiscal autonomy and the correlation between the degree of fiscal independence and the amount of local tax burden per capita. Third, by analyzing the current spending structure of Jeollabuk-do, characteristics and problems were derived and policy alternatives were discovered. Finally, in order to derive a management plan for the efficient operation of Jeollabuk-do's finances by synthesizing the above three-dimensional analysis, domestic and foreign fiscal management theories were investigated, and the following policy suggestions were presented to suit the conditions of Jeollabuk-do. First, for efficient and sustainable fiscal management of the provincial government, the necessity of introducing rules for local bond issuance in Jeollabuk-do was raised. In other words, in order to increase spending to solve the problems facing Jeollabuk-do, efforts should be made to secure financial capacity through restructuring of the project in terms of expenditure and readjustment of distribution between projects. Through this, Jeollabuk-do's fiscal spending should be prioritized.

본 연구는 전라북도 재정의 다양한 기초 통계를 타시도와 비교 분석하여 정책적 시사점 을 도출하는데 목적이 있다. 먼저, 전라북도의 재정여건을 객관적으로 진단하기 위해 예산 규모의 비교, 전라북도 세입 구조를 분석하였으며, 전라북도의 재정건전성 정도를 측정하 기 위한 통계 분석을 실시하였다. 이를 위해 재정 분권을 위한 기본 통계로서 재정자립도 와 재정자주도를 산출하여 전라북도의 현재 수준을 타 시도와 비교해 전라북도 재정의 상 대적 수준을 파악하였다. 아울러 재정자립도 및 재정자주도 간의 상관관계와 재정자립도 및 1인당 지방세 부담액 간의 상관관계를 분석하여 재정 정책의 시사점을 도출하였다. 전 라북도의 현재 지출 구조 분석을 실시하여 특징과 문제점을 도출하고 이상의 결과를 종합 하여 전라북도 재정의 효율적 운용을 위한 다음과 같은 관리 방안을 도출하였다. 첫째, 효 율적이고 지속가능한 도 재정 운용을 위해 첫째 전라북도의 지방채 발행에 대한 준칙 도입 필요성을 제기하였고, 둘째, 지출 검토 제도 도입을 통한 우선순위의 설정과 재정여력의 확보가 필요성을 지적하였다. 즉, 전라북도가 당면한 문제를 해결하기 위한 지출을 늘이기 위해서는 세출 측면에서 사업의 구조조정, 사업간 배분의 재조정을 통해 재정 여력을 확보 하는 노력을 기울여야 하는데, 이를 위해서는 치밀한 지출 검토(spending reviews)를 실시 하여 전라북도 재정지출의 우선순위를 설정해야 할 것이다.
